With reference to Rail infrastructure,Decentralization to Zones with closure liaison with Academic Institutions of locality is the need. Centralised one RDSO cannot reap human talent in educational institutes across India.HR related to innovation cannot be at RLY Bd level.Need to institutionalise innovation in govt organisations is the need of hour.Promoting change and we can do it shall be put into actionable pointers.

Promoting Research and Development Unit. Projects, Workshop, Experiment or Lab, Institute etc required for new innovation R and D.
