yes, yes. This is something really important. And one of the most important part is asking IITians to serve the Science (no, not even as an IAS or IIMite) sphere of *India* rather than serving Google or Facebook. Emigration should be forbidden for students of government college for at least some years for those colleges are run my public's money and students should be bound to serve their nation, not others'.

Respected Sir, Government in consultation with universities and Research institutions needs to prepare a list of research topics in each Research area such as in Science, Engineering,Management,Law etc. All Phd aspirants getting government research aid should be asked to choose the topic from the above list per nations priorities and not as per their wish. Research should be to contribute to something new to the existing knowledge and not merely to gain Phd and get job and monetary benefits

Women of all age groups should be encouraged to pursue research in their respective fields using their expertise taking into account the break in career due to family circumstances. There should be no age bar for pursuing research for women. Also, If there is no need of funding then independent research should be promoted by Central universities and institutes of national importance.

The central institutions can play a valuable role in reasearch and innovation, mentoring smaller institutions, Create better research facilies, and run seminars to improve innovation across the country. Critical reasearch problems need to be identified, analyzed(Root cause analysis), fixed, improved and prevented in the future. This could be efficiently followed by following ISO 9000 principals and systems. These instt can do a lot.

Examination system should be such that it provides each child to individually assess and grow his/her skills and talents. It must have aspects of open ended questions whereby the child can express his her views on things and be creative adaptive and expressive at the same time. Examination systems must include values based questions. Education must link to the day-to-day lives, culture, society, nation, world and environment. Education must promote human, social, cultural & moral coaching.

Advanced countries have excellent model of partnership between private/public sector industry and educational institutions. The partnerships run for research, design, improvements and quality of the industrial success. In return the industry funds these institutes. The industry has an international norm to spend at least 2% of their turnover in R&D. whcih the industry in India rarely does. Therefore it must be made mandatory for industry to fund research activities and Education.

Students of centrally and state funded universities should be made to work in central and state institutions (schools, colleges, research institutes, public undertakings, etc.) for a mandatory 1 semester or so. This will made them realize the real time problems being faced by the country at several fronts. The students than should identify such problems and should submit unique solutions to there identified problems in the next semester.

Technology make powerful any country, technology depends on innovation & research, India is technologically dependent on others country, because there is no value of Innovators/Researchers. Government should have to provide equivalent academic degree to the grassroots Innovators or researchers according to their scientific work, thereby their future will be safe and independent, in this way scientific activity will increase due to future, India will be grow in technology. Please See attached copy
