The expenditure on R&D in India is only 0.80% of GDP which needs to be enhanced to 1.5%. What are the strategies needed to pursued for promoting research & innovation across all disciplines, promote inter-disciplinary research and make India become a favoured destination for R&D projects.

Research and Innovation should be made key points in Educational institutions, promoting student and faculty initiative and participation in small and big projects. Mandatory norms must be in place for Institutions (be it schools to big universities) to provide basic infrastructures, well-equipped labs and easy-start templates to take up research projects. Incentivizing good research by providing funding and promotions to Researchers; as well as recognizing Institutions by their achievements.

Funding for research & innovation be increased at least 1% of GDP.it should be encouraged at all levels of education UG PG courses by research be introduced Right from school education research & Creativity be taught & encouraged and be REWARDED

I am a Professor in Comp. Sci in Canada. In last 4-5 years, we had doctoral students from Indian institutions (IISc, TIFR, IITs, ISI) visiting us to do research for a period of 4-6 months under the Canada Commonwealth Scholarship. They carried research work jointly with us. The research work lead to several publications as well as part of their thesis. This scholarship is on hold. Is it possible to start a competitive scholarship so that the doctoral students can spend a term here?

There should be a central regulatory body to monitor the progress of each and every scientific research because India is far-far way behind in international patenting than china. The reason is that the most of the research papers in big numbers are stuck in bureaucratic mess amongst internal discussions/ debate/ objections of junior/senior scientists.Each and every research paper should be entered digitally in data base and its progress be monitored by the management and the regulatory body.

For research, there should be a partnership between Corporate and Government. The corporate should set up a specialized research University with facilities in the area of their interest. The grant from the government will be to subsidize the fee of the scientist student/faculty. The result of the research will be commercialized by the concern corporate for patented period and its benefits are shared by the concerned corporate, the students & faculty scientists and the Govt during patent period.

All professional institutions (Pharmacy, Engineering, Medical, & other Sciences), must be under administrative control of One statutory body MHRD. Others Institutes are facing a lot of problems like norms for salaries of employees, fund for infrastructure development, research activities etc. Ensure uniform implementation of the educational standards throughout the country.Regular Inspection of Institutions seeking approval.

The selection procedure for the research student in the state universities/colleges should be the same as guidelines laid down by the MHRD nor according the rules made by the indivisiual colleges/universities.

As in the IITs and NITs system, the state institute should free from political interference. And sufficient fund should allocate to each faculties of the state engineering colleges for research purpose only in every financial year. Sufficient fund should be allocate to purchase latest software and instruments each laboratory in every financial year. NOC should given by the principal/director to present research paper in international conference not by the state government.

All professional institutions must be under administrative control of MHRD. They all follow same guidelines as per MHRD. Only premier Institutes like IITs, IIMs etc. are only be under administrative control of MHRD. Others Institutes are facing a lot of problems like norms for salaries of employees, fund for infrastructure development, research activities etc.
