The expenditure on R&D in India is only 0.80% of GDP which needs to be enhanced to 1.5%. What are the strategies needed to pursued for promoting research & innovation across all disciplines, promote inter-disciplinary research and make India become a favoured destination for R&D projects.

Apart from significantly increasing the funding for research, the researchers need to be given much more freedom in utilizing those funds and simultaneously their accountability for achieving the results enhanced with repercussions if results are not achieved. From my own experience in IIT and IISER, i can say that most faculty can be trusted with the funds but evaluation of previously awarded projects is not given the importance it deserves. It should be a factor in awarding new grants.

Govt should empower large PSUs R&D to spend on R&D on single tender basis wherever it is required. So that one can purchse high end equipment on single tender (global) basis. One can hire persons or fabrication experts on single tender basis. Normal day to day hiring procedure is so cumbersome and time consuming many sincere researcher loose will to take up any complicated job. in many such cases there are not many vendors. make research hassle free, put more trust on researchers.

For really promoting research, scrap the need for JRF/SRF/NET or any exams. The University/Department/Research Institute are very much capable of conducting CV/Statement of Purpose/Interviews. Most scholars learn to do research only in their first year. They do excellent research work irrespective of whether they cleared a test or not if the research environment is right.

Let Research Institutes thrive in India. We want more Research Scholars in Research institutes, under a good research environment. Quality of research improves when a) there is no worry about money. b) when there are enough people to discuss research problems. c) when there are enough positive feedback for good work done.

Please stop asking all university faculty to teach and do research and do administrative work. Let those interested to only teach be evaluated only on the basis of teaching. Let those who want to do just research do only research. We need Research Associate, Sr. Research Associate, Research Professor in universities.

The Ecoli Politechniques of France are producing quality students because France has a good system of regional universities. (for example, city of Paris has 13 universities). My point: We need 10-15 Universities per every one crore Population. When a university is having less faculty to administer, the quality of teaching and research can be improved.

Please divide all large technical universities into smaller universities. You may keep an upper limit of at most ten colleges attached to any university per area of broad specialization. ten is concessional limit considering vast area of some districts, ideally it should have been atmost five.

TO INVOLVE MORE SHARE OF OUR NATION'S TALENT IN RnD WE NEED TO PROMOTE SUCH AN EDUCATION SYSTEM FROM THE VERY BEGINNING OF THE SCHOOLING.IT SHOUL BE MADE A COMPULSARY SUBJECT FOR STUDENTS OF CLASSES SIXTH AND ABOVE.NECESSARY FACILITIES SHOULD BE MADE AVAILABLE AT THE SCHOOL LEVEL AND PROPER INSTITUTIONS SHOULD BE DEVELOPED.

There is no need for UGC to fund any one. Let the PhD Scholar's list be sent directly to a Cell in MHRD. Provide monthly stipend directly to bank accounts, irrespective of which University/Institute a full-time scholar is currently pursuing Research. In today's terms, a base monthly stipend of 20,000 rupees. Provide full refund of trips(registration fees+travel fare + destination based daily DA) to any Conference/Workshop/Seminar, both within and outside India for both PhD scholars and faculty.

To make the India a favourable destination 1. Increaae the stipend Because most of the talent is going for job, so that he can make his life financially stable. If some talented wants to do Research, they are going abroad, as they have more feasible structure to complete his/her Reaeaech.If the stipend increased to a dignified figure, then we may get more talent involved in RnD for our country.
