The expenditure on R&D in India is only 0.80% of GDP which needs to be enhanced to 1.5%. What are the strategies needed to pursued for promoting research & innovation across all disciplines, promote inter-disciplinary research and make India become a favoured destination for R&D projects.

TISS model of research work with Mphil and Phd students may be introduced so that research students will sincerely work and finish there work on a stipulated and clear objective that can help the society in great way.

To qualify UGC JRF age limitation is 28 years which should be removed or 28 years of age limitation should also be applicable in other National Fellowships for SC/ST/OBC/Minorities which provides equal ammount of fellowship. So request for unique policy for all fellowship either to keep age limitation for all or not to keep age limits. Strict rules to be made to continue the same fellowship if one gets other fellowship with same ammount. Accountability of the fellowship holders to be judged.

Biggest challenge India faces in R & D & Ed.: LACK OF QUALITY & ORIGINALITY. We are so used to compromises on standards that we have forgotten to aim for the sky. For raising quality: *Reward Indian authors of original research published in GloballyAccepted High Impact Factor (IF) International Journals *Evaluate researchers & Award research grants based on applicant's Total Journal IF Points. *Faculty/Scientist appointments should be STRICTLY MERIT-BASED, transparent & free from any influence.

Hon Minister of HRD, The research and development is a very important and key discipline for development of any country. Govt institutions has funding for referring reputed international journals but pvt institutions and universities does not have proper subscription to reputed journals due to their own constraints. another issue is that AICTE/UGC funding for various research activities in pvt institutions is very tough and hardly a genuine inst. gets it with right path.

Dear Minister, The policy for promoting R & D must be unanimous in nature. In evidence to this, I have a case in hand, where AGE has become the biggest hurdle. This is a case of a scholar who left his job and joined Ph.D. Program (Full Time)at one one of the NITs. Though he is NET qualified, he disqualified for getting fellowship. This is because of the institute policy of not giving fellowship beyond 32 years of age, where as other NIts give beyond 32 yrs. So, why such discrepancies?

Honorable Mrs. Smriti Z. Irani, Minister for HRD, if you really want to promote research and innovation, you have to look beyond National Institutes. Call for open Innovative Proposals in various segment where everyone from academics, research and industry, at least get a chance to come out with their innovative path breaking ideas. And most importantly make sure these ideas will be screened by real scholars without any type of biasses. Give them minimum funding to find your desirable outcome.

Bring laws to reduce corruption, all premiere institute directors/ admin/ faculty have corrupted selection process where money and relationship matters. There is open corruption in academia and all government departments. Any other suggestion is a waste before we have an ethical system. We have Asia's ranked corrupt bureaucracy and governance because of lack of punishment. Next work on bringing accountability and improving bureaucracy by having lateral entry.

The funding that goes into IITs and NITs have to be looked at more closely. The institutes have to be made more accountable. White paper needs to be developed. I dont think these institutes are using the funds effectively for research, since I have experienced it myself. All Govt funded research have to monitored closely by the GOI.

Stipend for Phd scholars has to be raised in order to promote research and to encourage people to get into research studies and prevent brain drain. Stipend hike this year was a welcome move, but not good enough. Since it was increased after 4 years. And research projects in all institutes of national importance, mainly IITs and NITs have to be monitored by the Govt of India.

Every higher education institution should be required to have a "research education policy" or "researcher development policy" (one that should clarify what kinds of researcher they aim to produce and how). A regular conference series on research education should be established, with a view to facilitate ongoing review of the challenges, initiatives, and outcomes of research education.
