The expenditure on R&D in India is only 0.80% of GDP which needs to be enhanced to 1.5%. What are the strategies needed to pursued for promoting research & innovation across all disciplines, promote inter-disciplinary research and make India become a favoured destination for R&D projects.

Research and innovation is very much required for overall development of the Nation. But we should not insist "Ph.D" as a qualification in Academics. Research is a natural process, we can not force every one to go for research. Choice should be flexible. As Ph.D. is mandatory for the post of Associate Prof. and Prof. large number of faculties going to pursue Ph.D. I think which will not develop real research. Also the fund should be given to all based content and not based on the Institute.

1] Age remains a criteria in all aspect for PhD where most of Master Degree students are not serious for PhD.The senior people are more serious to the research but no scholarship for them. 2] All subject scholars have equal amount of scholarship where the cost of doing research in science subjects are much more. 3] All central universities should have equal facilities with proper exchange system, with a strong vigilance of the activities of the officials as scholars are silently harassed.

1. Increase number of Exclusive Research Institutes in different faculties. 2. Easy funding options to attend research conferences for researchers. 3. Funding for full time research students who have no source of income. Funding options : a. Student can be a Teaching Assistant/ Project Assistant at research institute. b. Student can avail Scholarship Stipend (Exists but needs to be increased to meet inflating costs)

Not all Departments/Universities should be allowed to conduct Ph.D. training. Departments should be reviewed and allowed to carry out Ph.D. training based on the quality of the projects and facilities/funding available. We have a large number of Ph.Ds with substandard training in this country.

Government should pose research challanges which are pertinet to the nation and announces sizeable rewards to those to tackle the challange most practically.

Portal to be created for all the research projects across the Institutions in the country, specifically Ph.D works. This will increase the productivity of the research. We should remove the proud factor and learn to assess the quality of research in all the institutes. Thesis should be available in national registry and should have possibility to criticize, comment and appreciate by fellow researchers before awarding the degree..

Also, International Industry Qualifications should be given weightage rather than giving full credit to exams depending on cramming and writing answers. Especially in Technical Education, more credits should be given to industrial qualifications rather than only academic ones & the same should be incorporated in curriculum also.

Equal opportunities should be given to the PhD applicants of all streams. Policies like Computer Science & Applications departments not accepting GATE of Information Technology students in Govt. Universities is one of the worst ones I have gone through. GATE cleared twice rejected twice in CSA dept. because M.Tech is in IT and no one is ready to listen to or improve the policies. Such things should be improved.

The regulation to make PhD compulsory for getting promoted to the level of Professor has many people who are not equipped or interested in research to come into this field. This has reduced the number of quality research which is conducted. The necessity for a PhD for a Professor must be removed. Instead the number of teaching experience must be considered for the job.
