The expenditure on R&D in India is only 0.80% of GDP which needs to be enhanced to 1.5%. What are the strategies needed to pursued for promoting research & innovation across all disciplines, promote inter-disciplinary research and make India become a favoured destination for R&D projects.

More focus should be given to state universities, funds should be given to them so as to form facilities which could match up with the latest research area.

The excessive focus on research and publications in the calculation of API scores of faculty in many institutions should be removed. Instead, only excellent peer-reviewed research proposals from faculty and students selected competitively must be funded by the agencies of the government. Faculty must be encouraged to select research topics based on engagement with the community. Other faculty must be encouraged to concentrate on quality teaching.

-Start Govt centres for information gathering about different areas and fields to be focused on. -Do not partner with private firms for incubation. Instead make it like the voter id survey. - Start govt centres like OneCenters that provide workshops and access to qualified professionals in their field. - Have talent hunters in these centers that observe and keep tab on well performing persons - Talk to them and start some ppp capital contract with them.

Currently hardworking research students find it hard to avail travel grants to present their work in international conferences. The travel grants currently available are not enough. This dissuades the students to submit their work in reputed international conferences. Moreover, there are so many hurdles in the form of red tapism that exists in our institutional administration that makes it difficult to apply for travel grants. Make travel grants easily available to research students.

Please revamp the existing state universities and central universities by following the IITs model of administration. Instead of creating new and new IITs, you can improve the standards of existing ones. Attract new faculty for Indian institutes by providing incentives and hassle free travel grants. Foster collaboration between Indian and universities abroad in the form of research fellowships. Current state of affairs caters to only a handful while our population stands at 125 crore.

Sir please select able chancellors and directors of premier institutes and give them full autonomy including the power to hire foreign faculty . put salary caps and extra salary can be filled by alumni donation. But please please under no circumstances deny any request for infrastructure that should be given by the government without any condition.

A bill must be passed to removed the power of passing the creation of a university from the legislature to the executive.

Create a policy whereby the powers of bureaucrats is limited to appointment of a board to select chancellors of public and private universities. The board shall consist of industry heads and chairman of isro and dae.this board shall put public notices for candidates with university administration experience for interview the emphasis must be on experiencene not qualification. Then a bill must be passed to free IIT and Iim into separate universities each. Then so for central universities each

Sir please change ugc and aicte by fusing them into one. Reforms the combined body by replacing the academicians in them with captains of industry becoz in the end the vast majority of graduates are employed by industry plus if academician exists in board it creates conflict of interest .then randomise the inspection pattern as I first hand know corruption in this exists.then create a separate body for giving gra TS to universities both public and private modelled on the DARPA.
