ಭಾಷಾ ಶಿಕ್ಷಕರನ್ನು ನೇಮಕಗೊಳಿಸಬೇಕು. ಪ್ರಾಥಮಿಕ ಶಿಕ್ಷಣವನ್ನು ಮಾತೃಬಾಷೆಯಲ್ಲಿ ನೀಡಬೇಕು. ಇಂಗ್ಲೀಷ್ ಭಾಷೆ ಮತ್ತು ಹಿಂದಿ ಭಾಷೆ ಅಗತ್ಯತೆ ಇದೆ. ಹಿಂದುಳಿದ ಪ್ರದೇಶಗಳಲ್ಲಿ ಅವರದೇ ಆದ ಭಾಷೆಯಲ್ಲಿ ಶಿಕ್ಷಣ ನೀಡಬೇಕು.
