every school should be equipped with laboratory,library,sufficient class rooms,toilets,water facility,play ground.these are physical resources.human resources like teachers, head master,students,office subordinate are most important to run the school successfully.to develop the standards assessment of school is important.for proper assessment and supervision of school,school management committee duly elected from parents is compulsory.

Every school should have a welfare committee which includes teachers, parents and other interested people who lives in surrounding area, these committee should get called at least once in a month

आदर्श रूप में एक शिक्षक अधिकतम 20 बच्चों को ही ठीक प्रकार पढ़ा सकता है। वह भी तब, जब वे भी एक समान स्तर के हों। अभी व्यवस्था यह है कि एक शिक्षक 40 बच्चों को (और वे भी अलग-अलग स्तरों के हैं) पढ़ाएगा। अनेक स्कूलों में तो 70-80 से भी अधिक बच्चों को पढ़ाना पड़ रहा है। ऐसे में शिक्षक मात्र बच्चों को घेरकर ही रख पाते हैं पढ़ाई तो सम्भव ही नहीं। शिक्षक बच्चों को पढ़ा भी पाएँ, इस हेतु शिक्षक-छात्र अनुपात को व्यवहारिक बनाना होगा।

1. Establishment of Indian Education Service as all India Service.
2. State level- Special attention to be paid to the training of education planners, administrators & head of the institutions on Edu leadership & management.
3. District local Level- Within a multi-level framework central, state and district agencies participate in planning , coordination, monitoring and evaluation. This important role must be assigned to heads of educational institutions specifically selected and trained.

More emphasis on role of Educational Leaders (education planners, administrators & head of institutions from block state level) in following to maintain balance between mandating- persuading & overhaul of the system of planning and the management of education.
• Translating acts and policies in to practice by building their & others (Subordinates) perspective on it.
• Strengthen Internal interaction mechanism of In support (अनुसमर्थन) to subordinates rather than inspection or monitoring.

1. विद्यालयों को मान्यता देने के लिए उससे सम्बंधित सभी नियमों का कठोरतापूर्वक पालन किया जाए |
2. निरीक्षण के आधार पर प्राचार्य व आचार्य का प्रतिवर्ष मूल्यांकन हो तथा सर्वश्रेष्ठ विद्यालयों को प्रोत्साहित किया जाए |
3. प्रत्येक विद्यालय में कंप्यूटर लैब एवं पुस्तकालय अवश्य बनाये जाएँ तथा उनका प्रयोग सुनिश्चित किया जाए |

Assessment teams to be formed taking 2 or 3 districts as one unit. These should comprise not only experienced teachers, but also doctors, CAs and educated women. Every school should be visited twice in a year-before September and before January. Final report in February. Basing on this, ranking and rewards are to be given.
