Hon’ble Prime Minister Shri Narendra Modi addressed a webinar on implementation of Budget 2023-24 which has stood to be a youth-centric budget.
The budget focus on Apprenticeship training as it is one of the most sustainable model of skill development. The Hon’ble Prime Minister said, the new opportunities outlined in the budget will seamlessly integrate the ‘World of Education', the ‘World of Skills’ and the ‘World of Work’. And a milestone initiative towards creation of a more vibrant and participative apprenticeship training ecosystem in the country is the support that will be extended to 47 lakh youth in 3 years through Direct Benefit Transfer (DBT) under the pan-India National Apprenticeship Promotion Scheme (NAPS).

The key announcements in the Union Budget related to Apprenticeship are as follows and we seek ideas and suggestions from the public and other stakeholders on the same:

• NAPS-2 is a DBT scheme with the Government of India (GoI) support going directly to the bank account of apprentices instead of reimbursement to the establishment as in case of earlier version of NAPS. Thus, the Government will directly pay the apprentices 25% of the stipend payable up to Rs. 1,500 per apprentice per month on confirming the payment of establishment part of the stipend. The entire process of DBT will be hosted on the Apprenticeship Portal (www.apprenticeshipindia.gov.in) and there will be limited manual intervention execution of the scheme.

• One of the major changes proposed in the new scheme as compared to the earlier version is the introduction of DBT. The earlier scheme of NAPS was not supported by the feature of DBT which is transparent and a quick process. It will also overcome the delay in the reimbursement process to the establishments which was the major challenge in the previous version of NAPS. DBT offers comprehensive advantages such as identifying the leakages in financial disbursement under NAPS, formalizing the offline modes of stipend payment system, moving away from long delays from claiming reimbursements and most critically promotion of apprenticeship among youth thereby creating increased demand amongst candidate groups to choose apprenticeship as a skilling vehicle.

• The scheme has suitably addressed the concerns of industry by offering flexibility in curriculum development and imparting training under Optional Trades which are industry driven and dynamic in nature whereas, Designated Trades are more structured and follow a standardized approach to train the apprentices.

आदरणीय प्रधानमंत्रीजी, सादर हरिस्मरण। नये साल के बेहतरीन बजट में सामाजिक जागरूकता अभियान पर भी विशेष जोर देना चाहिए था। मैं समझता हूँ कि यह सबसे जरूरी काम है। समाज में जो अंधविश्वास व्याप्त है और हर विषय पर जिस खराब व खतरनाक तरीके से अफवाहें फैल जाती हैं, उसे रोकना बेहद जरूरी है। जाति को लेकर, धर्म को लेकर, धार्मिक ग्रंथों को लेकर, आरक्षण और अन्य मुद्दों को लेकर जिस तरह से अफवाहें फैलाई जाती हैं वो समाज और राष्ट्र के लिए बेहद नुकसानदेह है। आदरणीय प्रधानमंत्रीजी, भारत में राजनीतिक फायदे के लिए विवादित मुद्दों को इतना होहल्ला करके उठाया जाता है कि उससे पूरे समाज व देश का माहौल खराब होता है। दंगे होते हैं, निर्दोष लोग मारे जाते हैं और विदेशों में हमारे देश की छवि खराब होती है। बहुत से देश, विदेशी पूँजीपति और विदेशी शक्तियां हमारे देश को कमजोर और बदनाम करने पर तूली हुई हैं। वो कलाकारों तक को खरीद ले रही हैं। इन विदेशी कंपनियों और विदेशी ताकतों पर अंकुश लगाया जाए और समाज के हर तबके व हर व्यक्ति को सत्य से परिचित कराया जाए। उसे जागरुक किया जाए। यही सही समाधान है। जयहिंद। जय भारत।

Just like recorder lecture , govt should record various training and publish over the internet, it will be greatway to complement the school education.

1) Strengthen the apprenticeship ecosystem: The government can collaborate with industry bodies, trade unions, and educational institutions to create a robust apprenticeship ecosystem that provides quality training and job opportunities. 2) Encourage SMEs to participate: The government can provide incentives to small and medium enterprises (SMEs) to participate in the apprenticeship program. This can include tax breaks, subsidies, and financial assistance. 3) Increase awareness: The government can launch awareness campaigns to promote apprenticeship programs among students, parents, and employers. This can include social media campaigns, workshops, and outreach programs. 4) Monitor and evaluate the program: The government can regularly monitor and evaluate the apprenticeship program to ensure that it is achieving its objectives. This can include assessing the quality of training, job placements, and the impact on the overall economy......

The apprentice should get entrepreneurial opportunities thru the Government. This will support our students to become entrepreneurs

The Apprentice after completion of their apprenticeship, they are sent out from the corporate. This attitude of the corporates are not liked by the candidates. The training given by the corporate may not be suitable for other industries. So the corporates should help the candidates to get their jobs.

The vehicles used by the Government Offices is not used cost benefit methods. The citizens can have a view of large numbers of vehicles are parked in front of Central Government offices, The official use are very minimum but the contractors are paid for non using the vehicle. The matter may be examined for utilization of the same.
