A webinar on “Transforming the Health Sector: Union Budget 2021 – Strategies for Implementation” is being organized by the Department of Health & Family Welfare along with the Department of Health Research (DHR), M/o AYUSH and Department of Pharmaceuticals on 23rd February 2021 from 10.30 AM – 1.00PM. The webinar will enable sharing of the key highlights of the budget in respect of the health sector and broad strategies for implementation which build on and leverage reforms, enacted over the past few years. Invited experts will reflect on the challenges and opportunities for strengthening policy reform and implementation and provide suggestions on effective partnerships for positive outcomes. Experts are drawn from academia, research institutions, public health experts, Industry, State health officials, Directors of AIIMS, PGI, JIPMER, NIMHANS, other Central Government Institutions and representatives from FICCI, CII, ASOCHAM, PHD Chamber of Commerce, Healthcare Federation of India.

The key announcements in the Union Budget related to Health Sector are as follows and we seek ideas and suggestions from the public and other stakeholders on the same:

1. Pneumococcal Conjugate Vaccine to be rolled across the country
2. ₹35000 crore for Covid-19 Vaccine in 2021-22
3. Supplementary Nutrition Programme and Poshan Abhiyan to be merged and launched as Mission Poshan 2.0
4. Outlay ₹64180 crore over 6 years
5. Support for Health and Wellness centres
6. Setting up of Integrated Public Health Labs
7. Establishing critical care hospital blocks
8. Strengthening NCDC
9. Expanding integrated health information portal
10. National Commission for Allied Healthcare Professionals Bill
11. The National Nursing and Midwifery Commission

My Suggestions are as follows (1) There should be separate Hospitals for Senior Citizens. (2) Each and every Community Health Centre should have the facility of XRAY and ULTRASOUND And well equipped Pathology Laboratory With well skilled staff. (3) Seats for MD And MS courses in the Medical Colleges should be at least two times of the seats we presently have. (4) Every citizen above 40 years of age should get examined for BP and SUGAR once in a year free of cost in Governmental Hospitals.

Baby Yuvan Living in Punawale Pune Maharashtra is suffering from spinal muscular Atrophy - SMA and is undergoing treatment in Deenanath Mangeshkar Hospital and research center Pune, treatment costing is more than 16 cr. All Government hospitals must be modernized. Attendance - Fingerprint attendance must be implemented in every govt. hospitals for the staff, while they enter in or go out of the hospital.

There are many gross irregularities and malpractice in health sector: 1.The audit department needs to be strengthened in health department of centre and state to keep an eye on purchase of instruments and machines as there has been cases of irregularities in the past here n there.If the centre release funds to state,it must have an eye to see the use or misuse. 2.Many of the privare hospitals are run by quacks where surgery is done by compounders and unnecessary removal of uterus,appendix done .

My suggestions:I request the health ministry to allot adequate funds for research on ayurvedic medicines for treatment of diseases to enforce "Atmanirbhar Bharat" to govt as well as private sector. 2.The punching system of attendance must be compulsory in all the medical colleges and hospitals to cater best possible services to the patient. 3.Transfer and postings in all health dept. must be done by transfer -posting committe of member from govt, opposition,principles of collages,social worker

Ayurvedic medicine is very costly. Upon contemplating the reason for the same, learnt that many medicinal value herbs and plants are being exported. kindly regulate the same. Also see that the rare herbs are patented. Please give importance to ayurvedic medicine and research.
