The Government of India is taking several measures for promoting the growth of the manufacturing sector in India. The Make In India campaign has been initiated with the view of driving investment in this sector by creating an environment suitable for sustained growth of manufacturing, which will lead to all-round economic benefits including employment generation and income growth. The Prime Minister’s Independence Day speech mentioning this can be seen here and his speech at the launch of the Make In India campaign can be seen here.

This requires a number of steps to be taken to ensure that investors are suitably incentivized for job-creation as well as participating in the skill upgradation of the labour force employed by them.

Suggestions received from various Ministries and other stakeholders during Government-level discussions in this regard can be seen here. These suggestions include financial incentives under the Income Tax Act, labour laws, tax incentives and subsidies for skilling of employees, upgrading and improving the employment exchanges, etc.

We invite comments regarding these ideas and suggestions regarding other incentives that can be provided by the government for employment generation in the manufacturing sector. Your suggestions may be provided in the comment box below or attached as a PDF. We request that the suggestions may be explained in sufficient detail with information about the implementation mechanism and the likely impact.

A GOVT THAT LISTENS ! I sent following suggestion to NDA Ministers / Secretaries and other Policy Makers on 26 Feb 2014 From news-report in MINT ( 21 Nov 2015 ), it seems they do believe this could be one of the many methods to create jobs I await its early implementation But Tax Breaks should not be linked to a Company's annual " Salary Bill " These should be linked to : * No of permanent employees , OR * No of NEW hires ( net addition after retirement / resignation

सर श्रम आधारित उद्योगों को टैक्स में इतनी छूट दी जाये ,जिससे इनमे निर्मित उत्पाद की कीमत पूंजी (मशीन) आधारित उद्योग में निर्मित उत्पाद की कीमत से कम या बराबर हो जाये ।तभी श्रम आधारित लघु उद्योग बाजार में प्रतिस्पर्धा कर पाएंगे और बने रहेंगे । सर देश में रोजगार मशीने खा रही है । और बड़ी तादात में रोजगार उपलब्ध कराने का ये एक बेहतरीन मार्ग है ।

Tax breaks for opening industries in back ward areas. Let them not pay any tax for industries in such areas and invest atleast half of the money they would have given as tax in educating and nourishing people in that region.

In respect to incentives for employment generation in manufacturing, Govt. have many scheme of incentives,but, it was not honestly benifited to people.There should be incentive policy related to employee on the basis of actual production,instead of electricity,loans int.,etc., the benefit should be directly deposited to employee's accounts on the basis of actual production. so, that manufacturer will get subsidy on payment of wages/salary to employee's enrolled in ESI/PF registered.

Wealth generated from 7 percent growth should go to develop infrastructure, education, agriculture etc., and not in boosting economy by increased sale of Automobiles, which will increase pollution and fuel bills.

Total salary including market value of allowances and benefits of a Government employee should be comparable to private sector salary for similar work in that area; Possibility of Lateral transfer of jobs, between Govt. and Private sector would then determine the salaries. Salaries should be net amount and items like DA etc. should be abolished. Salary for a grade should keep pace with inflation.

Sir, govt. should provide incentives to those women outfits who run some small scale handcraft industries. Like in diwali, our major items comes from china. If govt. funds some women to educate and start some handcraft industries which will make our festival items, i think, India will be self reliable in this category within one to two years. It will also make our women independent.

India have great no. of engineering colleges. The syllabus of all colleges have a project work in their final year. We have seen that Engineering students come with great Ideas and innovations through their projects. Govt. should select some great projects and fund them to set up a  manufacturing unit. This will help in making young Indians as entrepreneurs and will make them self employed and it will generate employment to others as well.
