Suggestions Invited for Formulation of a New Industrial Policy

The Department of Industrial Policy and Promotion, Ministry of Commerce and Industry initiated the process of formulation of a new Industrial Policy in May 2017. Since the last Industrial Policy announced in 1991, India has transformed into one of the fastest growing economies in the world. With strong macro-economic fundamentals and several path breaking reforms in the last three years, India is equipped to deploy a different set of ideas and strategies to build a globally competitive Indian industry. The new Industrial Policy will subsume the National Manufacturing Policy.

A consultative approach has been taken for industrial policy formulation wherein six thematic focus groups and an online survey on DIPP website have been used to obtain inputs. Focus groups, with members from government departments, industry associations, academia, and think tanks have been setup to delve deep into challenges faced by the industry in specific areas. The six thematic areas include Manufacturing and MSME; Technology and Innovation; Ease of Doing Business; Infrastructure, Investment, Trade and Fiscal policy; and Skills and employability for the future. A Task Force on Artificial Intelligence for India’s Economic Transformation has also been constituted which will provide inputs for the policy.

It is proposed that the new Industrial Policy will aim at making India a manufacturing hub by promoting ‘Make in India’. It will also suitably incorporate the use of modern smart technologies such as IOT, artificial intelligence and robotics for advanced manufacturing.

Hon’ble Minister of State(i/c) for Commerce & Industry Smt Nirmala Sitharaman will hold consultations with stakeholders, including industry captains, think tanks and State governments in Chennai, Guwahati and Mumbai. The Industrial Policy is likely to be announced in October 2017.

DIPP invites comments, feedback, suggestions from the public regarding framing of the new Policy.

The last date of submission of suggestions is 25th September, 2017.

When we are talking about appropriate skills for individual, we need manufacturing sector - education sector partnership. Any college syllabus should be reviewed/approved by surrounding manufacturing sector representatives. That way the most up-to date skills will be taught in colleges and once any candidate graduates, he/she can apply that knowledge directly when given job in manufacturing sector. Thank You.

Manufacturing sector can boost job growth and will help get generate employment opportunities.While all this is good, I want to emphasize that we should not ignore environment aspect of it. The industrial waste can create contamination in water, air and land in surrounding area of factory. Please have strict laws on how to dispose industrial waste properly. Any waste should not be disposed of untreated. Impose heavy fines or cancel license for multiple violations of such kind. Thank You.

Though education and skill development as well as career enhancement is a human building matter yet industry like approach and award of opportunity to young and passionate with regard to opening up Skill and Specialized universities and center of knowledge creation, could go a long way in realizing the "New India" within a decade..Funding is a issue and regulatory approvals could be streamlined and young universities could be promoted

New Industrial Policy से industry को political interfere से मुक्ती मिलनी चाहिये हर वर्कर को कमसे कम per day कितना salary दिया जाता है इसका बोर्ड बाहर लगाना compulsory होना चाहिये और वर्कर को minimum wages act की जानकारी देनी चाहिये अगर कोई वर्कर बीच में काम छोड़ देता है तो उसको common PF & ESIC का सर्टिफिकेट देना चाहिये जो हर जगह ट्रान्सफर हो सके चल सके ऐसी सुविधा होनी चाहिये लेकिन इसके साथ ही ESIC सुविधा के लिये कुछ खास रूल्स रखने की भी जरुरत रहेगी

As on date retailing of Indian GI products is unavailable under a single roof. A niche business opportunity to be exploited having a tremendous national and international potential. The business model can be implemented by assigning a nodal government agency for coordinating in the procurement of GI products, exhibiting and retailing GI products through existing KVIC outlets or public utility space of various defense institutes. Licencing a private institution to establish a chain of retails.

There is huge amount of Railways land. This can be used to build Special manufacturing zones. RLDA can be restricted or replaced with more functional body. Special transport wagons can help to optimise the existing transport network. Power supply to these areas is also easy as it can leverage existing railway network.

Industry based SEZ's be given special attention to create mass scale cost efficiencies. Also different industries and their SEZ's can be planned in different states for equated development.

Union leaders usually blackmail industries by work stoppage or work hamper. In such case management has to carry a burden of a culprit employee because when management takes an action they start doing unethical strategies and hamper work. There should be a transparent policy to sent back a culprit employee. Government should define a price table depending on his present salary & years of service so that employer can terminate him without anyreason. After this compensation he cant file any case

Registration under ESIC & PF for an employee should be done by employee itself. 65% of workers are working under contractor roll and changing their job frequently. In such case contractor doesnt providing them their registration number and when employee goes to another contractor his additional ESI and PF Number is generated because employee does not know his numbers. When employee register himself in ESIC or PF he never forgot his numbers like Aadhaar or PAN Card and provide on demand

I think there is a need of single industrial platform online where ideas can be gathered and hired,because ideas cannt be concentrated they are dispersed, and it also acts as knowledgebase, financial market where public interest to invest thereon, students and research will take part to enhance both there knowledge and initiatives to develop indian industries
