भारत में आर एवं डी पर व्यय सकल घरेलू उत्पाद का केवल 0.80 प्रतिशत है जिसे 1.5 प्रतिशत तक बढ़ाने की आवश्यकता है। अंतर विषयक शोध को बढ़ावा देने और आर एवं डी परियोजना के लिए भारत को गंतव्य बनाने, सभी विषयों में अनुसंधान और नवाचार को बढ़ावा देने के लिए किस प्रकार की कार्यनीतियों का अनुसरण करने की आवश्यकता है।

MSME and other entrepreneurs have many trade secrets. They should be treated as part of the research work. These should be brought into the light. Research must not be a monopoly of the literates who had passed / qualified "Post Graduation" and registered for "Research". Anybody who is expert and experienced in the subject, highlights a new concept, must be recognised as a research project.

Vocational business like Auto, Fitter, Technician, Electrification, mechanic, motor winding, etc... need to be updated in knowledge & skills regularly. If local business council are inspired to help these SME entrepreneurs update their knowledge and skills periodically via seminars, and if government gives some incentives viz. wavier in training fees, higher savings interest rates, expanded credit limit, mobile app design and involvement, I think the Quality of service output radicall improved

science and logic are far away from primary schools especially in rural areas. many students do not have hands on experience of basic science experiments. if we expand the base of the reach of basic reach of science, maths and logic tools through a moving lab which can be shared between 25 schools assisted by three to four highly trained and inspiring team of instructors visiting regularly through out the year I think the thought & skill bank can be expanded.

Karnataka govt brought a bill to make compulsory work for doctors in rural areas after MBBSor PG. IS VERY GOOD. But withsome loop holes . get law at center so that is applicable all over. More strict law. No scope for penalty pay ment . so that rich can not escape.(in UK even prince work in army/ afghan.) Sothat 2 yrs lapses before going for PG. pg rush will be less. Get lot of doctors for rural work. Allot certain areas for medical colleges.

This way creation of new IISER's will have more autonomy like IITS than the already crippled and collopsed system of central universities. For Hyderabad, Delhi, Pune and Osmania unversities can be made IISER Hyderabad,IISER Delhi,IISER Pune etc. Have fewer students and focu on quality and not quantity.

Departs of Science such as departments of Physics, chemistry, and biology of central universities like Delhi university should be joined together and made and IISER (Indian Institute of Scientific Education and Research) so that they are free of university bureacracy and time wasting govt. procedures for every approval. If we can do that for 10-15 existing central universities then we can create a greate environment for science, R&D and innovation.

Ph.D stipend in IIT's/IISc and IISER's should be increased from existing RS 24,000 per month to Rs 50,000 per month so that we can attract best quality of students in Ph.D programs. B.Tech and UG programs of all IIT's should be converted to B.Tech +M.Tech or B.Tech +MBA degree programs as India needs more prost graduate students for creation of R&D jobs in Science, technology and management in India.
