http://ndmindia.nic.in/NPDM-101209.pdf

The country should have a team within each area, just like companies have emergency response team. They can work other jobs, not necessarily be from police/army. But they should be paid so that they can be called during emergency. They should be given frequent training, team work practice and should form country-wide networks using phones/internet. The govt can alert these teams and they can do tasks like alerting people or moving them to safer places. Unemployed youth can be engaged in this.

I would like to know your opinion about, to create a disaster management fund like prime minister's disaster management fund for middle east NRI . In middle east Indian's are suffering a lot due to different reason like cheating by sponsor and jailed, disabled by accident etc. If we have a fund at least we can bring them back to India .In this budget if prime minister will take an initiate all the NRI are willing to donate enough money

Disasters are like black sheep. They cannot be predicted rightly to be fully prepared. However skilled development of infrastructure and strict licensing by concerned authorities can build highly resilient and qualified constructions. Proper management of the aftermaths of a disaster is the important key as it may save borderline deaths and huge loss of property. Emergency precautions should be imbibed among people for the preparedness of disaster.

NDMA should focus on one city and to start with is Delhi making it Nuclear Strike Resilient so that it recovers back with minimum possible losses. It can be done by formulating a comprehensive Nuclear Disaster Recovery Plan for Delhi- I can create this blue print with in 06 months and then can train all the official involved in it in next 06 months so that the capital of India will have a robust planning to face such an emergency or the worst kind of disaster we think of in resurgent India

Preparedness through EWS- early warning system...We can team up with Ireland who are working on an EWS for Earthquakes. Awareness- Telling people their vulnerability and their surroundings, even telling them about escape routes, tell them where best to go if an unforeseen situation occurs Accountability should be set and best practices award be given. Imparting skills and training to local youth who can be the first responders Set up a new ministry- MINISTRY of DISASTER MANAGEment
