वित्‍त मंत्री ने केन्‍द्रीय बजट 2015-16 के अपने बजट भाषण में निम्‍नलिखित घोषणा की:

“काले धन के प्रवाह को रोकने का एक तरीका नकद लेन-देन को हतोत्‍साहित करना है। आजकल चूंकि बहुसंख्‍यक भारतीयों के पास “रूपे” डेबिट कार्ड होता है अथवा वे उन्‍हें प्राप्‍त कर सकते हैं, अत: मैं शीघ्र ही कुछ ऐसे उपाय शुरू करने के प्रस्‍ताव करता हूं जो डेबिट अथवा क्रेडिट कार्ड संबंधी लेनदेनों को प्रोत्‍साहित करेंगे और नकद लेन-देन को हतोत्‍साहित करेंगे।”

तदनुसार, इलेक्‍ट्रॉनिक लेन-देन (ई- लेन-देन) को सुविधाजनक बनाने के लिए मसौदा प्रस्‍ताव तैयार किए गए हैं। मसौदा प्रस्‍तावों पर टिप्‍पणियां और अभिमत आमंत्रित हैं।

इलेक्‍ट्रॉनिक लेन-देन को सुविधाजनक बनाने के लिए मसौदा प्रस्‍ताव (नीचे प्रस्‍तुत प्रस्‍ताव केवल मसौदा अवस्‍था में है और लोगों की राय जानने के लिए इन्‍हें यहां रखा जा रहा है। इस अवस्‍था में वे प्रस्‍ताव, सरकार की किसी प्रतिबद्धता को इंगित नहीं करते।)

A Strong and Bold step by Government. The Proposal sounds good but one point to be considered. It is majority of Indian Wholesale and Retail market is working on Cash basis. They don't have strong cheap platform to enroll and supply products online. If Government just like stock exchange can provide online portal kind of thing for all merchants to enroll at some nominal fee to list the product and sale online. This will provide base for electronic transactions.

सुझाव -1.एक लाख से अधिक के नगद लेन-देन पर 1%सेवा कर लगा दिया जाय ! 2.1000 और 500 के नोटो को क्रमश: बंद किया जाय! 3.Internet और ROMING चार्ज फ्री किया जाय ! 4.ATM और बैंक को देश के सभी गाँव भेजा जाय ! 5.Online खरीदारी पर 2% डिस्काउंट दिया जाय 6.आर्थिक भ्रष्टाचार करने पर देश-द्रोह का केस हो ! 7.सरकार के सभी योजना का लाभ बैंक खाते मे मिले! 8.सभी NGO, TRUST और कंपनी ONLINE हो ! 9.देश के सभी जमीन और मकान का online बिक्री हो

I think so u should encourage use of RuPay card by giving some cash back on no of transactions. Every person should have a rupay card to get govt benefit like gov exam, admission etc. It should be made illegal to charge on RuPay card. All government and big pvt co should only accept RuPay or net banking(no cash). Make mobile no based banking transaction a reality. Avoid use of visa and master card. Make financial facilation center where people can come and access all financial facility by cash.

This is good step to reduce cash transaction. My suggestions: 1. Zero terminal charges for debit card purchases (for any amount of transaction), but credit card charges may be there. 2. Most important to stop black money is to obsoleting Rs.1000/- and Rs.500/- notes. Phase out existing notes as soon as possible. This will recover black money stashed in-house.

A very good and one of the flagship initiative by the government. We are with you to take this forward. The major point is the underlying infrastructure to make this success. We are sure you are progressing well with the parallel programs like Bank a/c for every citizen, e-governance, building broadband infrastructure, etc. You can 1) Stop printing Rs 1000 (with immediate effect) & Rs 500 (set a timeline, say immediately after 3 years) denomination Indian currency notes 2) Create awareness

3. One has to ensure that server connectivity is maintained when these transactions are made. In my experience banks have a poor record for this. 4. What happens when there is power cut? 5. Cyber security is an unknown threat that has not yet been talked about in this matter and its surely going to be a big hurdle. 6. Looking at the current state of broadband connectivity in India, making transactions >1 lakh online mandatorily won't be possible.

1. This move will definitely reduce the flow of cash in the market and for a common man who uses this facility, he will have more money in the bank than in pocket. For using cash, he will have to withdraw more from the bank but now with more limitations on bank transactions , the proposal ultimately becomes costly for a common man overall. 2. There are surcharges, service tax etc applicable on debit/ credit/ online transactions. Those should be removed first. #ElectronicTransactions

1-Compulsory Card reading machine for every vendor(Small or big).2-Subsidized machines from govt.3-Tax benefits to vendors for 'X'% of sales via card as compared to cash.4- 0% interest on card transactions for first 6 months.5-Discounts on Tolls & Govt. services on payment by card.6-Tax benefits on online purchases.7-Discount on paying by card for Bus,Auto,Train.8-Create TV Ads with big stars showing robbery of cash on roads by thugs & how it could be avoided by keeping min. cash & using cards

2. In small cities credit/debit card machines not available everywhere. Businesses generally encourage customers to pay by cash as it is easier for them to evade tax on such transactions. How would you make common people to pay extra money for purchasing things via carda instead of cash. Also for businesses, cash transaction means instant fund, whereas cards transaction means delay in receiving funds. How are you going to make the process of transferring funds from banks to businesses faster??
