कौशल विकास और उद्यमशीलता मंत्रालय को देश में कौशल विकास और उद्यमशीलता के लिए एक रोडमैप तैयार करने को कहा गया है। व्यांपक और हॉलिस्टिेक पॉलिसी दस्तासवेज तैयार करना इस प्रक्रिया का अभिन्नक अंग है। इसमें पहले से तैयार कौशल-विकास की मौजूदा राष्ट्री्य नीति (एन पी एस डी) 2009, पर नए सिरे से दृष्टि डालने की आवश्यिकता है।

मंत्रालय कौशल-विकास और उद्यमशीलता 2015, पर राष्ट्रीयय नीति का एक मसौदा तैयार करने में जुटा हुआ है। सभी संबंधित केंद्रीय मंत्रालयों/विभगों से कौशल विकास और उद्यमशीलता की दिशा में किए जा रहे कार्यो के साथ-साथ इस क्षेत्र की समस्या ओं और चिंताओं के संबंध में प्रारम्भिरक इनपुट्स मांगे गए थे। राष्ट्री य नीति का मसौदा इन्हींं प्रारम्भिेक इनपुट्स तथा पिछले छह माह के दौरान सभी संबंधित हित-धारकों के साथ विचार-विमर्श के आधार पर तैयार किया गया है। अब इस मसौदा नीति पर विस्तृवत विचार-विमर्श की आवश्यरकता महसूस हुई है जिससे कुशल भारत का निर्माण तीव्र गति, स्केतल और गुणवत्ताव के साथ संभव हो और इस संबंध में सुसंगत विजन और रोडमैप तैयार किया जा सके।

We will be able to hit many birds with one stone. The youth will get skilled (in the true sense), the micro industry will get a new lease of life, and given time and opportunities, the skilled youth will in turn become micro-entrepreneurs and become job-providers. Present policies will only create more and more pseudo educationists, playing a number game (of aadhar cards) in order to scam-India in the name of skill development. Only the industrialist should be allowed to open educational/skill

Micro industries should be converted into VTP's (Vocational Training Providers). They already have the tools and work-benches for meaningful skilling. The skill-development fund should be diverted to THEM (most of them are shut down due to competition from China, non- availability of electricity raw material or markets). Imagine students with iin-skill-sheets on their phone using OERs from the Internet to self-learn and being taught by the real craftsmen (who are dying anyway)

It is very difficult to create physical and human infrastructure to educate/skill the number of people we need to in the given time-frame. Even though ICT (iin type self learning) based peer2peer learning, couple with industry-apprenticeships is the only answer, all our policies are directed towards educational-silos with same drawbacks that we have seen in the past 65 years. The decision making is warped at the local level and actually discourages-skill-development.

Sir, Avg. life of the Indians has increased . in view to retain the high skilled/experienced workforce it is necessary to take proper action by the Govt. In this connection my suggestion is 1) Increase the age limit of the employees in PSU/Central services atleast by 5 years . The policy may be formulated by the Govt. This will help in achieving the production target of 300 Mtpa of steel by 2025-30 and also it will help in the other sector of PSUs.

Talent to groom the countrymen in various skills in technology areas is also available in plenty among the retired technical tradesmen and engineers of Indian Air Force. IAF is a warehouse of latest technologies. Aircraft engineering itself has a wide diversity followed by skills in other weapon systems and associated Aids to Flying and the very intense electronics in IAF environment. May pick n choose good ones for the skill centers - with some additional financial incentive besides pension.

On 26-4-15 in his speech Maan Ki baat Respected PM Mr Narendra Damodardas Modi emphasized on MAYLA MATHE PE DHONA (carrying dirt on head). The phrase was headline in each and every NEWS of the day. Is He really concern about this and made provisions of reservation in LOK SABHA, RAJYA SABHA, STATE VIDHAN SABHA, MILITARY etc etc etc ...... Such reservations are in place in other aspects of life. Respected PM Mr NARENDRA DAMODARDAS MODI SIR do you have explanation or just a speech.

Good Policy.. Only issue is the implementation of it.In India it is always seen well of people always take advantage of the government schemes and poor and needy being illiterate and ignorant towards Government schemes and policy. Somehow I feel minister of Government and BJP workers in particular are failing in taking the message of Government to the masses.

Setting up a group of Reverse engineering geeks.Identify a quality product(ex:automobiles);build a team of experts;recruit freshers(engineering/diploma);show them the technology;give them task to study the same.Task to Re-build the product using Indian manufacturing facilities;achieve the same quality.Help to REDUCE the DEPENDENCY on IMPORT products.Indians are very much capable; they just need finance and technological view.Setup a joint venture with big companies; make domestic names BRANDS!
