कौशल विकास का कार्य सरकार / लोक प्राधिकारियों या निजी क्षेत्रों में से किसके द्वारा किया जाना चाहिए?

Should the skill development exercise in mining sector be undertaken by the Govt. /public authorities or should it be undertaken by the private sector?

हमारा देश विभिन्न धात्विक और गैर धात्विक खनिज संसाधनों से परिपूर्ण है। भारत में लौह अयस्क, बॉक्साइट, डोलोमाइट, चूना पत्थर और अभ्रक सहित कई गैर ईंधन खनिज पाए जाते हैं। खनन क्षेत्र (गैर-ईंधन) वर्तमान में सकल घरेलू उत्पाद में लगभग 0.5% का योगदान प्रदान करता है। स्थायी तौर पर त्वरित आर्थिक विकास के लिए, इस क्षेत्र को तेज़ी से विकास करना होगा जिससे सकल घरेलू उत्पाद में इसके योगदान के प्रतिशत को बढाया जा सके।

वैज्ञानिक, सतत और पारदर्शी खनन कार्यों के लिए प्रशिक्षित लोगों की आवश्यकता है। कौशल विकास न केवल उत्पादकता और कार्यस्थल पर सुरक्षा को बढ़ावा देगा अपितु यह लोगों को नई प्रौद्योगिकियों को अपनाने और उसका प्रयोग करने के लिए भी प्रशिक्षित करेगा। वर्तमान में इस क्षेत्र ने 0.2 लाख कर्मचारियों को रोजगार प्रदान किया है जिसका अगले 10 साल में 0.3 मिलियन होने का अनुमान है।

If we look to various policies and acts which are irrelevant and impracticable. This is because makers of these policies are not from the fields. They are only senior officers who do not know the root cause and as result development of our country is not at par with the countries like Japan, France etc. The idea of earning Rs.32.00 per day do not comes under BPL category by Planning Commission is an example of it. Hence it is necessary that policy makers should be selected from ground levels.

Been to anushakthi nagar.the confidence level of erstwhile colleagues are at a very low level.DAE may sustain at least the education of the children of the existing employees.it is faltering in many fronts and secrecy is resorted every time.But employees only hope is their children's education.so that needs attention.

@PMOIndia, @narendramodi, Sir before appointment of Lokpal you are requested to implement use of unique id only through PMO to all Indians / business / pvt / govt sectors & link it with each cash / bank transaction, purchase of land / building / vehicles / diamond / gold / any property, shares, driving licence / vehicle registration / education / medical treatment by doctors / railway / air / bus tickets / hotel booking / collection of all taxes etc ie in all fields.

There are several well managed private and PSU companies in the mining space. These should be encouraged and incentivized to develop skills for non-employees. The government should only play the roll of a facilitator and right framework to ensure that for-profit private institutions do not use it to exploit the vocation learners.
