उच्चतर शिक्षा केवल सार्वजनिक वित्तपोषण से ही चिरस्थायी नहीं रखी जा सकती। हालांकि, उच्चतर शिक्षा में सार्वजनिक निजी भागीदारी को एक कार्यनीति के रूप में अपनाया गया है फिर भी बहुतों के सफल परिणाम सामने नहीं आए हैं। अत: पीपीपी मॉडलों को संशोधित करने की आवश्यकता है जिसमें अधिक सार्थक सहयोग की गुंजाइश हो। उच्चतर शिक्षा में पीपीपी का आलोचनात्मक विश्लेषण, मौजूदा विधिक उपबंध और सम्भाव्य मॉडल लागू करने की आवश्यकता है।

I am attaching another article for making villages from loss making units to profit making units with the help of outsource agencies of private players as 'Village Auditors and Architects' and with public monitoring and regulation.
