first of all curb corruption in india to stop brain drain, because the corrupt politician & Officials are eating up the growth fund and making the growth stagnant in every sphere that deserve an honest attention and immediate development.Like education, scholarship, better lifestyle with pollution free enviroment, safe drinking water, sanitation, education, good administration, good public facilities, good governance etc which are missing in india since india became free.

We need to tell staff selection commission to make a system so that the problem of re-exam should be solved as we have seen in past they have to conduct two or three exam of a same paper what ever the problem is leaking or it should be taken care of and they should try to allocate the as near as centre to students so they can easily give their exam

Also we can ask all the students on whom Govt spends money during education(for ex: IITians) to sign a bond which will ask them to work in Public sector(Like DRDO,Army,ISRO,etc.) or work in Indian Companies for fixed tenure after completion of education. If student signs a bond then Govt can spend that extra money on that student or can give less interest on educations loans or other loans also which they will take during their stay in India. This will in turn give talents to Public sector.

In place of spending around 2.5 lakhs per year per student of IIT, Govt. can in turn ask them to take a loan of that amount for the educational tenure which will in turn save around 1000 Cr of taxpayer money and in turn it can bring more money to India from foreign countries as most of them go to foreign countries for Jobs.

getting job in a private company without recommendation is very is very tough. there you required for the person for suitable job. here no caste quota and all.. your talent only will speak.. so in metrocity quota for caste based system is to be taken away.. it will make them to stand on his/her own leg.. in Indian penal code it should this should be a amendment for future...( it is talent based only like IIT or NIT student selection) for job it is not reqd.

part4: e) govt doesn't need more money since it is by now restricted to only "Model High Schools" which needs 3 teacher/school. There are average 5 M.H.Schools in a district; no. of districs are around 500. So total cost= Rs. 70000 x 3 x 5 x 500 x 12=6300000000(6300 crore per year) f) inthusiasm in science will be encoredged g) Since the excellency of these Students are more than other universities(generally) ,so they'll use their expery experience to setup a quality lab. h) Social Impact

Part 3: by this way you'll help those people who want to give back to the society . This will not cost very much you know. See the benifits: a) Students of IISERs, IITs, NITs will run the lab regularly and smoothly as scientific officers b) they will have an opportuinity to give back to the society c) Basics of Student will become more clear d) they'll(H.S.stu.) get a chance to talk to scientists, engineers e) H.S.Students wants to be like them. d) labs run smoothly e)...... next

Part 2: Phy, Chem, Bio (3 labs/Model High School) needs 3 students. Existing funds for labs(which are usually not used) are enough or may be little more fund is needed. But that would be very little with respect to the benifit you'll get. Students of these Indian Institutes and National Institutes get a reasonable good chance for employement and those student will be benifitted to get a better change to make their local roll model. They will get inspired towards Science.
