Central Government is spending crores of rupees on various schemes of both Central and States. One of the schemes is subsidy to Fertilizer Industries. To encourage "Make in India" the import of Urea should be stopped forthwith as there is a good scope for people making money by importers and encourage efficient running units producing Urea from Naphtha like MCFL, SPIC and MFL. They have stopped production because of faulty policy of DOF that they should produce Urea from Gas w.e.f. 1.10.2014.

The Direct-Cash-Transfer system started by the previous Govt. is almost a failure mainly because of the confussions centered around the Adhaar card.no one knows how to use it properly,& many Govt. Offices & Officers,(even polling booths, were Adhaar cards can be used as ID proof but was not accepted by any polling officer)didn't provide any services associated with it.there are Adhaar for illegal migrants too.so,Adhaar scheme must be revamped totally.then only, the Cash transfer system works!

The Central Govt. Funds which are provided to the different States for each specific projects should also be given through banks.in many cases, the State Govts. are diverting the money given by the Centre Govt. for one purpose to other purposes.Giving money via banks will help in keeping an account & check over the use the use & misuse of Central funds by States.

The Govt. Funds which are provided for various departments and institutions should be only through banks. No middle-men or middle-agencies for transferring money from treasury to different institutions should be constituted. Its also better to deposit the disaster relief money to the victims in their bank accouunts,so that there is account of when that money is taken & how that money was spend.

Sir, Issuing of certificates (like caste, voter id, Adhara card etc) are troublesome. We can make mandatory that who ever attends complete secondary education in school, he'll be entitled to get the needed certificates and privileges. This can updated by IT sector parallel to it. This reduces the task of assigning people and even saves time. #System can hire unemployed youths for census work instead of teachers and other educational staff, so that we can concentrate & nurture young minds.

Many step can be taken to reduce financial costs and for reduce the govt. Expenditure. 1. Maximum rates for Quotation should be fixed. Because many times it is acknowledge that goods for Government departments are purchased at excessive higher rate. 2. There should be clear division of transport facility to govt employee for office use and private use. and government vehicles should used only for official use. Also personal liability for maintenance of govt. Vehicles should be affixed.
