Firstly, we should establish a task force of people/NGOs who take the children and small kids to the orphan home. Then, person or organized syndicates who come to take that child should be inquired for this activities and punished.

Shoot them, if they are found guilty, punish them if they have stolen children, crippled them and forced them to beg. Fastrack the justice, set up a police force only for this purpose, not the normal police force, underpaid, overworked, to serve VIPS, to attend all the court cases, they have signed the FIR for ! Many beggars don't beg for hungry and they beg for making money. They used to travel in the trains and lending money to the employees who make daily trips and collecting huge interest from them. I request the PM sir, direct the railway ministry not allow the beggars to use trains and railway plat forms for their syndicate activity. Many times security staff colluding with them and allowing on the platforms and trains. This should not tolerated anymore in the interest of the nation.

Organized syndicates should be carefully and confidentially identified. Because it is not so easy to identify the syndicate. This organized syndicate is a problem prevailing in major cities. This is totally absent in villages, semi-towns. So the number of Organized syndicates for begging may be very few. identifying the syndicates is a delicate issue. It should be done very secretly without any publicity. Because publicity makes them alert to escape identification. Tackle the issue as suggested.

Legalise begging, every person begging should be registered with a local body created for it. Once we have record, a back ground check and register them in local police. In parallel a shelter has to be created and this is to be tagged to a local rehab center and the local police. Once infra, identification and control on movement is done, then next step is to do rehabilitate the kids/individual by giving skill training and then gradually get them to main stream and get funding from local tax

Effective rehabilitation of beggars: First of all Serial raid at same time at all major public places like all metro station, bus terminals, Rly stations, Famous temples should be conducted so that the children which are kidnapped & forced in the begging profession by Syndicate of Gangs will be freed, thereafter they must be trained for some skills so that they can earn for their livelihood.
