Adopt the Sikh Idea and open lenger like every gurudwara in Punjab and asked beggers to stop begging and eat in lengers in temple. If they are begging for meals. otherwise do the any Job.

The young beggars should be kept in beggar home and local school should be organised there to teach them. they can also be given training of tailoring or electricity repairing. The infirm and sick should be send to government hospital and there cleaning work could be given to them. The probation officer should supervise such trained beggars so that they do not return to begging. The healthy beggars should be posted at lower grade in forces.These force of manpower can be utilize for Clean India.

For proper rehabitation of beggars, there should be three stages, Identification, Training and after care. In identification they should be classified according to their age, sex etc. The beggars who are infirm or sick should be separated from one who are healthy. The healthy beggars shall be appointed to clean government offices and places and in lieu such beggar can be given minimum wages alongwith food. Means they can be appointed as sweepers on contract basis which need no skills.

Beggars should be properly identified it has been seen that in some temples there is a association joining beggars with it and make it a easy way of earning first of all beggary should be not be encouraged for that and secondly after identifying them proper rehabilitation like engage them in such work according to their own choice a small loan containing at least 5000 and adding with SHG's for making candle and Agarbati etc, where small investment is needed with a encouraging and friendly behaviour from the govt officials

1. Begging should be abolished, and steps should be taken to catch the local goons behind it 2. Create jobs in Municipal/Police and train them for work for a good future 3. Begging even outside Mandirs should be banned, as easy earning makes the youths in-effective 4. Old and specially abled people should be sent to serenity 5. Train them on skills to nurture their future, this will stop criminalization to an extent 6 Cut Rs.1 once a year [tax] for Govt Fund for rehabilitation

At present apprehending the beggars by gov agency is a very difficult , it is difficult to establish that they were actually begging, if established then also thay got realeasd due to other factors.Only those few beggars are convicted and send to beggars home who belong to other states or are drug addicts.TO tackle this problem all the agencies have to work together. Beggars should not be allowed to beg other then designated places like religious places etc. License may be issued to them for a specific pd.license may be digitally generated having thumb impression photo and a adhar no.Begging without license and other than designated place should be declared punishable offance. Begging is not always been done out of compulsion, there are various other factors also which don't need the sympathy , giving alms to beggars means spoiling their lives,

Prevention is better than cure. in most of the places Beggars are unders local criminals shed and promoted by them. Planned begging system needs to be abolished by government and public.

Though Its an irony of any nation that finds its citizens as beggars... yet this problem can be mitigated by providing them shelter, basic education with skill development so instead begging they can do some work to earn money... however initially this may cost some big amount of govt. to take them out from their poorest mindset to a healthy state of mind and body...
