I suppose the villages where this practice is prevalent are identified / identifiable thru the manual scavengers. It also means the villages have toilets. On a priority basis why cant these villages be connected to a sewage network or have septic tanks built. State Governments / Municipalities / Panchayats of these places should be held responsible. Provide immediate grants to build these facilities on a war footing. Till then all other grants should be withheld from them.

It is a national shame that this continues even after 68 years of independence. The BJP and RSS cadres join immediately and do the following: - Members of the 2 bodies and their affiliates take a pledge that they will not indulge in such practice and will stop anyone else indulging in this - Support & Organise scavengers into self-help groups / associations to -- Refuse such work (provide pension, if reqd.) -- Train them for new professions with active govt. and NGO support

I completely respect the idea of asking every citizen to do their bit for cleanliness, but as we all know, since we have people with this age old habbit, things cannot be changed by just appealing. It needs to clubbed with strict guidelines and making some entities responsible - like for example - Housing Society. Make atleast one particular suburb a role model like Modi ji has made Gujarat a role model for its development.

4. I have seen in so many places, unused and totally damagd vehicles FULL OF DUSTT, are lying in different areas for months to years together with no one bothering to take it to junk yard or so. To an extent that vehicles parked in no parking will be towed but that junk vehicle lying next to it will not be touched upon. 5. I personally feel, Swachh Bharat is really a very good mission and frankly not that tough PROVIDED GOVERNMENT TAKES THE RIGHT STEPS FOR IT.

Penalise the society if not kept cleaned. Inform every society strict guidelines to maintain their society clean. 2. STRICTLY DO NOT ALLLOW STICKING OF BILLS IN PUBLIC PLACES. This is extremely wrong practice by everyone..startng from common man to political parties. Make the advertisers penalize strictly for that. 3. Make a team of 3 - 4 ppl, areawise to visit places randomly and penalise for not adhering to guidelines.
