Greater financial, administrative & academic autonomy is best weapon that can be given to any Institution for growth but then most crucial thing is who will exercise this absolute autonomy? If person vested with such powers doesn't have good track then it will become fatal and system will become arbitrary. e.g. If one checks eligibility criteria for selecting say Directors of NIT's, we find that there has been continuous change in it which suits certain people & they are selected again & again.

A person indicted by Vigilance department in recruitment fraud at Institution of National Importance (INI) and same person is indicted again but this time by CBI in another recruitment fraud at another INI and the same person is allowed to conduct the interviews again but now at third INI. This is present state of regulations. We hope that zero tolerance of corruption must be enforced to take immediate action against such persons and these should be barred to do any recruitment at any time.

Transparent portal for complaints on colleges for fraud or greivances on a national level. Public and private should come under this umbrella. Every student has a right to quality education. Why dont we pick up regulations from countries having advanced universities and their implementations

When it come to improving quality of regulation, I would like to talk about only one point haunting us the most at present. How seriously the inquiries conducted by CBI and Vigilance department into the working of different directors are taken? Why people indicted by CBI, the premier investigating agency of the country are allowed to hold the position of responsibility and are allowed to conduct the recruitment and promotions in Institution of National Importance and are not removed?

A deep analysis of our regulatory system is a must.Though Medical Council of India is there but Rampant corruption &Malpractices are being done. A look at News papers in this regard s horrifying there are GHOST FACULTY , GHOST PATIENT etc. exist even today . Thus we are playing with the life of millions of innocent peoples. Similarly National Council for Teacher education is there but havoc played by teacher education is of such scale that honorable Supreme court took note of it.

If we are so much concerned for quality, why not remove the accreditation given to fake or money making colleges and shut them, that have been setup as a source of income rather than imparting knowledge, spoiling youth and their career, consequently spoiling Bharat. I strongly believe, Knowledge should be FREE and should be freely accessible to all. I have attended seminars/workshop where people give you an overview(that everybody knows) of the subject matter but not the core area.
