The Government of India issued guidelines for the promotion of payments through cards and digital means on 29th February, 2016. The guidelines can be seen (here). A Committee was also constituted under the Chairmanship of Shri Ratan P Watal, Principal Advisor, NITI Ayog and Former Finance Secretary with key industry stakeholders, RBI and concerned Government Departments to review medium term measures necessary to promote the digital payment system in the Country. The Committee’s report can be seen here.

The Department of Economic Affairs, Government of India invites public Comments / suggestions on the report. We invite you to read the report and provide your valuable feedback and suggestions by 11th January 2017. The final decision on the Report will be taken after considering the comments/suggestions received on the Report.

Missing link in Report on Digital Payments : Integrated Digital billing and collection mechanisms. The report correctly identifies that it is critical that government departments move towards cashless systems. There is a new system Bharat Bill Payment (BBPS) started by RBI which can be integrated with government workflow to ensure digital payments. Departments raise bill or request through BBPS, customer logs into Digital payment app, confirms payment, system reconciles and gives confirmation.

Rupay card to be given to all bank account holders, the card shall be provided with minimum transaction charges so as neither customer nor bank get financial burden.To achieve this, communication system in the country to be strengthen more in order to get 100% successful on each transaction. Every branches in the all bank across the country have to give training for people. Good, reliable POS machine to be provided to all merchants now. you can implement any system duly considering above points.

The payment system linked to Aadhar Card by scanning of thumb is very good but I have very bad experience in the incoming immigration where thumb scanning is failing in around 50 % cases and person has to stand in Que for manual verification. While this is ok in immigration since there is also manual counter but in case of payments failing there is no standby arrangement. Indian expert dealing has to look in and find solutions.

I work for Indian navy civilian in Visakhapatnam, I observed from long time there is a huge defence area starts from nad cross road to naval dockyard and etc, there is a new plan going under progress to make that road double road but the issue is there r so many civil vechicals are travelling with out minimum checking as the area is a high aleart area I feel with out proper checking any vechile should not enter in to the defence land.

5) Make a limit of withdrawing cash from ATM (Maximum 5 transactions) 6) Auto close of account in case of non-digital transaction in last 6 months 7) Every account holders has to complete 12 digital transactions in current financial year. 8) Reward point for each digital transaction which will be added into Aadhar Digital Card
