The Government of India issued guidelines for the promotion of payments through cards and digital means on 29th February, 2016. The guidelines can be seen (here). A Committee was also constituted under the Chairmanship of Shri Ratan P Watal, Principal Advisor, NITI Ayog and Former Finance Secretary with key industry stakeholders, RBI and concerned Government Departments to review medium term measures necessary to promote the digital payment system in the Country. The Committee’s report can be seen here.

The Department of Economic Affairs, Government of India invites public Comments / suggestions on the report. We invite you to read the report and provide your valuable feedback and suggestions by 11th January 2017. The final decision on the Report will be taken after considering the comments/suggestions received on the Report.

There should be a saperate agency through Payment Corporation of India to check refund status for all online transactions. There are chances of swiping and cancelling same transactions to re route black money to white. also control on sales vs swiping as there are small business people who encourage cash against swiping. Every swiping should be authenticated with a bill and stock statement.

Comment on Page 126 of the Committee Report - The report fails to discuss the issue that the said persons would have to pay monthly rentals of minimum Rs.400 for the POS machines. Apart from the rentals the POS agencies also charge 1.5% of every transaction as service charges which is passed on to ultimate consumer. Hence where is the incentive for these small merchants and consumers to go digital. The consumer only ends up paying additional 1.5% than what would have been paid in cash.

Teacher who can reach every where in country villages and town. cashless should be teach to highschool level student and college level students by the teacher.students will help to reach that imformation to their parents. For that give the special training to teacher.they will help to India make cashless

in case of village should have training to go cashless by gram panchayat members through special presentation program to villagers , educated youth have all knowledge of technology in these days, so they can play a major roll to educate the people, all state gov should have arranged the cashless program.

Morning there was a NEWS item, wherein a entire village in Telengana has become cashless. In addition to giving encouragement to individuals on cash less transaction in the form of prize, the community at large like village, Panchayat, Mohalla, taluk district, etc. should be identified and encouraged with items like development fund.

#mygov cashless payment is readily welcomed among young Indians and we are in support of demonetization move and PM Modi. But a quiry is there, if debit card use promote some extra charges everytime we use it then it will adversely affect our main Moto of cashless transactions. Please do something about it A Responsible Indian.

Cashless transaction is welcomed.Using mobile phone is easy method.It should be advisable to make available the facility in non internet mobile phone also.I hope ussd method is most syited.The elderly people could not download the app and so arrangements may be done to make install the app in their phone.Recently one mobile app My money Transfer was available and now it is under upgradation of new USSD system.mpin and mmid no should make it available to everyone and so common man do transactions

I like all the move by the PM. Demonetization is the real best. The issue are 1. How long govt. will not allow peoples own money to withdraw ? 2. The cashless system need boosting of the wireless network, the computer and server system, unless there are done fast it is going to collapse. One happening with me I have been paying by cards for a long time. It often happens to swipe 3-4 times for one payment. Two days back I paid thrice for a single payment. I lost 4600/. Where it went
