The Government of India issued guidelines for the promotion of payments through cards and digital means on 29th February, 2016. The guidelines can be seen (here). A Committee was also constituted under the Chairmanship of Shri Ratan P Watal, Principal Advisor, NITI Ayog and Former Finance Secretary with key industry stakeholders, RBI and concerned Government Departments to review medium term measures necessary to promote the digital payment system in the Country. The Committee’s report can be seen here.

The Department of Economic Affairs, Government of India invites public Comments / suggestions on the report. We invite you to read the report and provide your valuable feedback and suggestions by 11th January 2017. The final decision on the Report will be taken after considering the comments/suggestions received on the Report.

Its strange but learned folks still not supporting Cashless transaction. Few recent visit to Doctors, situation still not changed. Even while a small pettey shop vendor like vegetable seller/Puncture shop folks go for PAYTM/wallet based payment, DRs are still following old age practice-CASH only. With Consulting fees range between Rs.400 to Rs.500 are changed in CASH only. Only changes are accepted. Can this looked at and some one give direction to Medical community to go for cashless.

1) BHIM App for other platforms also. 2) Request TRAI to make small data internet pack with long validity. (I use BSNL TSP but the lowest data charge for 28 days is 109 and 198. It would make no sense for public to pay Rs 200 extra for the same services that they used to get earlier.) 3) No transfer charges on NEFT/RTGS/IMPS for small amount. ( Example - I wanted to pay my maid services with IMPS but addition of Rs5 and service tax into the bill discourages me)

Union Budget- Government support to all organisations and persons who ready to start schools and educational centers at rural areas( Baba Ram dev ready to start schools in Kerala for poor people) women development- women friendly transportation,public toilets, counseling centers,women welfare schemes, increase the appointments of women in public affairs, need young women ministers for youth participation .

I am basically a software engineer hence naturally when India goes digital i will be very happy. here are my few suggestions for better digital payments 1)BHIM app is good, but since BHIM app is supposed to be used by illetrate people also. Please remove (or take steps) fake BHIM app from the google play store. 2)Please remove all tax/charges/fees related to digital payments, instead make cash payments costlier 3)like BHIM app , govt can create a common Billing app for billing.

Some additional ideas for union budget- promotion of Agro based industries, promoting ponds, rain water collecting tanks in rural and urban, government interference in price level of agriculture products, special support to Indian made products, Bharatya education system promotion, skill education and digital education,sports university.

We have seen free electricity, water, laptop, cycles etc in past but free internet can change India with much faster speed that anything else and help achieve total cashless economy in less than 10 years. It will have a major positive impact on improving literacy rate as everyone wants to be on facebook and whatsapp. I have seen people who never went school but trying to read messages on phone and learning reading and typing just to be on Facebook and whatsapp. also help population control.

There is a need to make a software/application (free of cost) that collects payment of a movie ticket online, and at the counters of theaters and multiplexes this will make up date all information of release and current position of movie display and collection. Since ticket is given by print-out at most the places: 1. We can save lot of papers, 2. Better purchase of ticket and distribution of people, 3. Greater Tax collection
