The Government of India issued guidelines for the promotion of payments through cards and digital means on 29th February, 2016. The guidelines can be seen (here). A Committee was also constituted under the Chairmanship of Shri Ratan P Watal, Principal Advisor, NITI Ayog and Former Finance Secretary with key industry stakeholders, RBI and concerned Government Departments to review medium term measures necessary to promote the digital payment system in the Country. The Committee’s report can be seen here.

The Department of Economic Affairs, Government of India invites public Comments / suggestions on the report. We invite you to read the report and provide your valuable feedback and suggestions by 11th January 2017. The final decision on the Report will be taken after considering the comments/suggestions received on the Report.

Make BHIM a Virtual Bank, Where every Indian Mobile is an Account, Where every Indian Bank has an Account, Account Number is BHIM e.g. BHIM9999999999, Allowed Transfer upto a limit say 5000 by an SMS designated from the phone like "200 BHIM1111111111", SMS will check balance to BHIM's actual bank account/virtual account and will make transfer to virtual account of the payee, Upgrade BHIM to manage Virtual Bank (transfer to/from actual bank account to own/other virtual bank account

Some suggestions on encouraging/enforcing Cashless/less cash A:-All types of cash Transactions above 5000 rs should be made mandatory with Adhaar only. B:-Limit the household cash to Maximum 20 Lakh rupees a time with proper justification C:-Any cash dealing abopve 2 Lakh ruppes should be made illegal D:- Reduce Stamp duty on property selling E:-Political parties and NGO,s should not be allowed to take donations in any form of cash or kind

Please make the charges on digital payments as NIL - ZERO including ZERO Tax. Only then will people adopt digital payments. Railways charge additional money for online bookings. banks, including PSBs charge extra for debit card use. This is holding back spread of digital financial transactions. Please make it free for use and no tax, service charge, convenience charge etc on debit card.
