The Government of India issued guidelines for the promotion of payments through cards and digital means on 29th February, 2016. The guidelines can be seen (here). A Committee was also constituted under the Chairmanship of Shri Ratan P Watal, Principal Advisor, NITI Ayog and Former Finance Secretary with key industry stakeholders, RBI and concerned Government Departments to review medium term measures necessary to promote the digital payment system in the Country. The Committee’s report can be seen here.

The Department of Economic Affairs, Government of India invites public Comments / suggestions on the report. We invite you to read the report and provide your valuable feedback and suggestions by 11th January 2017. The final decision on the Report will be taken after considering the comments/suggestions received on the Report.

Hi, I have been working with informal sector in rural in urban setup and they are extremely excluded from the financial system. They few huge interest rate up to 120% per anum for the borrowing from informal sources. Now Aadhar is in place to identify individuals, state should extend the credit facility on the cashless platform to alleviate their misery. One credit enabled card can be used for transaction to a certain extent with lower interest rate. Thanks

Since the state Government may not co-operate on cashless transactions, First the Central Government may start with Only cashless transactions in Railway Tickets, Petrol bunk. Nowadays almost everybody use petrol in their daily life and most of us use trains. So As there is no alternate go,then people will get Rupay card and learn how to use it. After that Since G.S.T is under central Government,Force all Traders whether big or small, force them to purchase POS,AADHAR enabled payment system.

Considering security & connectivity issues many people will continue to prefer cash as its supply improves slowly. Beyond monthly use of some Rs. 20,000 cash linked at PAN level across all banks, all cash transactions should be subject to Cash Convenience Charges if used instead of Digital means.The concept of FLASH CARD or DIGI CARD in physical form linked to a bank account and freely issuable by bank branches with mapping in system done at branch level should be inroduced as per attachment

-Banks to be incentivised to issue Rupay cards instead of Visa & Mastercard -Banks to give option to all existing customers of Visa & Mastercard to switch over to Rupay card -Income Tax exemption to be given to people on spending money through cashless mode instead of withdrawing money from ATMs -All registered establishments/shops should either switch to total cashless mode or provide both the options to make payment. Penalization in case of complaint on refusal to accept cashless mode

-Surcharge on transactions at petrol pump to be waived off and all transactions for car owners to be mandatory done through cashless mode. Also any transaction above 500 to be done cashless on these pumps. -LPG payment to be cashless -All registered corporate companies uses petty cash for various transactions only upto a limit. -All grocery, dairies, chemists shops to provide cash as well cashless mode for payment. A complaint cell to be made for anyone refusing for cashless payment.

In one week, have received 2 fraud calls [from numbers +91 7548043710 & +91 8877667731] informing that my ATM card is blocked & they are calling from RBI etc. and to help unblocking, they begin to ask ATM card information. Such frauds can fool many simple honest Indians and get their money looted. I am not sure how effective will be reporting to catch such culprits, but since there will be many like them - Please spread awareness ads to beware people of such frauds in digital payment campaigns.

#DigitalPayments Dear Sir, My suggestions are as mentioned below: - All airports and Railway stations should be made cashless for any kind of purchase, be it air tickets, charges for extra baggage, eateries, porters etc. - All historical monuments managed by ASI should take payment for entry tickets through cashless modes - Places like Akshardham temple, Trimbukeshwar Temple, Siddhi Vinayak Temple etc. should take money through cashless mode for the VIP entry tickets
