Draft guidelines for Skills Universities are formulated by the Ministry of Skill Development and Entrepreneurship (MSDE) in consultation with multiple stakeholders including Skills Universities. These are placed on the MSDE website for comments/ feedback.

Comments and suggestions may be sent at paritosh.gupta95@nic.in or submitted on MyGov.in by 21st October 2018.

National Policy for Skill Development & Entrepreneurship 2015 emphasized the importance of Skills Universities to be promoted either as de-novo institutions or as a part of existing university landscape. Further, in the wake of Skill India Mission, a number of universities with the nomenclature of “Skills Universities” have come up. However, they are following different norms and varying nomenclature for the degrees awarded, in the absence of common standards in the skills arena.

Skills based education differs from its general counterpart in terms of curriculum, pedagogy, faculty, mode of delivery, eligibility and assessment criteria, etc. and thus, would require a separate set of norms. The purpose of these guidelines is to lay down minimum norms for the establishment and functioning of Skills Universities to ensure adherence to minimum standards as India ventures into these new skilling avenues.

These guidelines do not intend to supersede the extant UGC norms regarding the regulation of higher education in India.

Constitute Advisory Committee consisting of eminent people like Dr.Subramanian Swamy, Dr.C.N.R.Rao and educationists of repute and to prepare a report to be passed in parliament which shall be implemented in all Universities under the direction of UGC. Give encouragement to basic research in pure science. Give more allocation of funds to development of Science and Technology. Monitor the progress. A detailed study to be made of reputed universities world-wide and adopt good practices.

First step in the direction of skill development in universities is to cleanse dirty politics played by communist Maoists and congress student leaders from JNU which has become hub of anti national activities. Identify and throw them out of JNU. Book criminal cases against anti social elements and put them behind bars. Next step is identify and select eminent personalities to give lectures to students on nationalism. Introduce incentive scheme to reward merit students. Cash awards to inventions.

I have gone through the draft guidelines. Skilled programmes for a) persons with formal education and b) persons without having formal education. For example large number of boys and girls without having formal degrees may be trained for automobile sector ( driver, mechanic etc). In garment sector we can involve more girls and boys from different communities. Skill development means hands on training and knowledge. Sticking to only formal education will not serve the basic purpose.
