In order to make the Indian IT Industry move up the value chain and thereby sustain its growth trajectory, India has to adopt a paradigm shift in it’s strategy for software sector by focusing to create vibrant Indian Software Product Industry, where IT Products also contribute equitably and significantly along with IT Services. Though India is well positioned to further grow in services sector, however for holistic growth, there is a need for a National Policy on Software Products that can synergise the efforts of the Government and Industry to create a robust Software Product Industry, which enables the germinating ground for large number of Software product startups, promotes development of an ecosystem encouraging R&D and innovation, opens up multitude of opportunities of access to capital and helps build and improve the domestic demand. A National Policy on Software Products aligning with other initiatives such as Start-up India, Make in India and Digital India etc. can provide the springboard for India to emerge as a global leader in this important industry.

To drive the rise of India as a Software Product Nation and synergy with the ITeS sector, so as to place India as a leading player as creator, producer and supplier of innovative Software Products globally thereby enabling the IT Industry to sustain growth momentum, a Draft Policy is under consideration by this Ministry.

Ministry seeks suggestions and feedback from the public and other stakeholders on the draft before forming the policy.

The last date for sharing your inputs on the Draft National Policy on Software Products is December 9, 2016.

Hon.PM has great vision of digitisation and doing sincere effort to make maximum use of advance technology in computer and day to day transactions by people, for the which the advance software technology should be developed, I want to suggest that, there should be some common software development programme for common govt. work, e.i, gram panchayat record software, jilla panchayat,municipality, corporation,local body, collector office record etc.. type General software to use by all,best wishes

We are proud of our respected Prime Minister who has enlightened the spark in all of us.Our innovative developers find problems of high cost of computing tools,taxation,laws and funding at initial stages.I hope with so much digital India initiative the local youths,entrepreneurs should get a chance to work with major BIG IT companies.This will assist the local people and society at large.Easy registration process and availability of space at lower cost,net connectivity at less cost .Etc

1. GST Put only 5% for Software Products, which will help many software developers to develop products by Purchasing licenses of Software Development Tools ( presently they are having many taxes around for purchasing the license). This simple tax will help many to work and develop and create employment. This will help many to have original license softaware 2. Reduce the TDS from 10% to 2% for Software Contracts or Sub contracts to individuals or professionals for software consultancy work.

Frequent change in terms and conditions by software companies is order of the day. Having installed a software and changing terms and conditions after a while compels us to abide being addicted to the software and also increasing the cost in name of updating the software is a great loop hole where software companies trick their customers to pay a exorbidant amount for a product or service. Many industries are helpless by these acts to be addressed in the current policy.

A regulatory body for assessing the quality of computer/software related education being imparted by the various institutes should be set up. The body should lay down the guidelines for faculty selection and fee structure for the courses offered. Regular audit of the establishment need to be carried out to ascertain the quality of the faculty/courses offered. Faculty to be employed should pass certification examinations and possess actual work experience.

The software companies are adopting for subscription systems for thier products. This compels the users to pay for using their products throughout the lifetime. This is total exploitation. We need to pay them for the period where there is no service or contribution from the developers for merely using or having thier products lying idle on our systems. Which is not followed any of other products like automobiles or FMCG products. Our regulations on software products should address these issues
