In order to make the Indian IT Industry move up the value chain and thereby sustain its growth trajectory, India has to adopt a paradigm shift in it’s strategy for software sector by focusing to create vibrant Indian Software Product Industry, where IT Products also contribute equitably and significantly along with IT Services. Though India is well positioned to further grow in services sector, however for holistic growth, there is a need for a National Policy on Software Products that can synergise the efforts of the Government and Industry to create a robust Software Product Industry, which enables the germinating ground for large number of Software product startups, promotes development of an ecosystem encouraging R&D and innovation, opens up multitude of opportunities of access to capital and helps build and improve the domestic demand. A National Policy on Software Products aligning with other initiatives such as Start-up India, Make in India and Digital India etc. can provide the springboard for India to emerge as a global leader in this important industry.

To drive the rise of India as a Software Product Nation and synergy with the ITeS sector, so as to place India as a leading player as creator, producer and supplier of innovative Software Products globally thereby enabling the IT Industry to sustain growth momentum, a Draft Policy is under consideration by this Ministry.

Ministry seeks suggestions and feedback from the public and other stakeholders on the draft before forming the policy.

The last date for sharing your inputs on the Draft National Policy on Software Products is December 9, 2016.

Hi, Please find attached suggestions for software product policy. I have included a few modifications that could be incorporated in the planned policy. I have laid stress on innovative environment since if the environment is created, innovation will happen by itself. Nobody need drive it. Lack of environment will not promote even best of the products. Let me know your thoughts on my suggestions. Thanks and best regards Shan

Cont... Requies affordable price of software. Without foundation you can't create building that's how it works. Next if these companies choose to sell cheap then they will make annual subscription or renewal costly again creating same issues so both have to be taken care. Indian government needs comprehensive strategies to deter such abuse of monopoly in case of IPR or essential use items patent.

Cont...if government want India to survive 4th industrial revolution and usher digital manufacturing and make the make in India competitive then it has to focus on pricing of software as if you allow abuse then SME rather then buy such unaffordable software and face harresment choose to shut down as its more affordable and business will go to some competitive country . Such abuse creates drag on make in India and ease of doing business. Digital manufacturing and zero defect requires affordable

Cont..these companies are so shameful that they intimidate users of counterfeit by sending goons saying they have backing of modi government. On top of that they don't have search and seizure warrant as required by law they flaunt in name of government. If they would price products properly such issues wouldn't arise. See Moser Baer it selling original film CD for 20 rupee destroying counterfeit market earlier same CD sold for 200-500 rupee.

Sir, idea for discussion is good but there are real practical issues in implementing it. 1) software companies like Microsoft, Tally and CAD software makers are abusing their IPR rights by asking extortionist price of software. No one is against it but if you are supplying essential software then such high price basically harms users and they look for counterfeit and India does not have any laws to protect users against such practices it is harming SME a lot and lot of business is moving abroad

It is suggested that all municipalities/Corporations need to insert two new columns in their tax payment Schedule/Form,namely , (1) Aadhar Card number and (2) Pan number to reveal holding of Benami transactions,if any.Similarly, in both urban and rural areas,Aadhar Card number of both buyer and seller need to be mentioned in order to ensure that Bangladeshi infiltrators/ terrorists across the border cannot register their land deed clandestinely purchased in India.

The thought on the software product based two sides of thoughts from our side.Changing of technology need to stop. let us have some streamlined for technology change for a period of decade.The next process user device based technology (like mobile app,GPS installed cars,Buses) should have government announcements easy way.The SAS product should help common man should have the correct information about government announcements,schemes and developments.

The money disbursal process in villages is marred by mis-management, apathy, corrupt bank employees, policemen, local goons & corrupt politicians/ bureaucrats. Videography of such procedures is required to expose the corrupt harrassing the poor. All M.P.s must personally supervise the whole process, ensure fair play. The personal setback suffered by the corrupt political opponents, due to demo'tion, must also be fully exposed in public. This will take the steam out of their hypocritic protest

Hoarding/black-marketing of Rs.50/100 currency notes needs to be checked, & such raids/seizures must be properly publicized. Money-exchangers are also a problem. Even Filling stations/bank employees are engaged in such black-marketing, while operating in an unholy nexus with police personnel & anti-social elements.All anti-corruption probes, such as,chit-fund scam, etc., must be concluded, & the unholy nexus between pol. leaders/ parties, must be exposed publicly, to bring the guilty to book.
