C-DAC, under the guidance of The Ministry of Electronics and Information Technology (MeitY), and valuable support from the Department of Science and Technology (DST), is leading the development of digital standards for Indian languages to enable their seamless integration with the internet and emerging technologies.

As part of this effort, the “AKSHAR Document” series has been envisaged to define Coded Character Sets and Composition Rules for scheduled Indian languages. The aforesaid draft standard defines the character repertoire for Hindi, ABNF rules for permissible character combinations, and provides a reference implementation for validation.

This document will form the foundation for ensuring consistency, accuracy, and interoperability in the digital processing of Indian scripts across platforms and applications.

The document has been published by the Bureau of Indian Standards (BIS) for public consultation and is open for comments until 21st September, 2025.

The draft Indian Language Standard “Akshar” is a commendable step towards ensuring digital uniformity, accessibility, and interoperability of the Hindi language. To strengthen its impact, I suggest the following: (1) Incorporate regional inclusivity by considering common dialectal variations. (2) Ensure seamless interoperability across devices, platforms, and operating systems. (3) Align the framework with AI, NLP, voice, and translation technologies for future-readiness. (4) Provide simple, intuitive, and standardized input methods such as phonetic keyboards and predictive text. (5) Publish clear implementation guidelines and developer toolkits to encourage adoption. (6) Organize awareness and training programs for institutions and users. (7) Maintain an open feedback loop for periodic updates. With these measures, “Akshar” can evolve into a robust, scalable, and future-ready framework that empowers users, supports innovation, and strengthens digital inclusion for all Hindi speakers.

The Draft Indian Language Standard “Akshar” for Hindi is a timely and commendable step towards ensuring uniformity, accessibility, and digital compatibility of the Hindi language. It will help overcome challenges of inconsistent fonts, input methods, and interoperability across platforms, while also supporting applications in AI, NLP, and voice technologies. I suggest that the standard should account for regional inclusivity, provide simple and intuitive keyboard/input solutions, and include clear implementation guidelines for institutions and developers. Additionally, awareness and training programs must be organized to encourage widespread adoption. This draft could be one of the crucial step taken under the initiative of ‘AI’ and would be helpful for many children to use the computer languages easily in Indian language. Appreciable that government thinks on doing it and have taken the initiatives.

"Akshar draft Hindi language ke liye ek bahut hi upyogi initiative hai. Mera suggestion hai ki isme Hindi ke sabhi varnmala aur matraon ke liye clear Unicode mapping aur standardized rules diye jayein, taaki mobile, computer aur web platforms par koi compatibility issue na ho. Sath hi, typing ke liye predictive text aur autocorrect support ko include kiya jaye, jisse common users ke liye typing aur reading easy ho sake. Digital education aur AI tools ke liye bhi is standard ko optimize kiya jana chahiye."

ड्राफ्ट मानक में हिंदी भाषा के लिए यूज़र एक्सपीरियंस टेस्टिंग (User Experience Testing) को अनिवार्य किया जाए। यानी मानक लागू करने से पहले अलग-अलग आयु वर्ग, क्षेत्रों और शिक्षा स्तर के उपयोगकर्ताओं पर इसका परीक्षण किया जाए, ताकि यह सुनिश्चित हो सके कि हिंदी का प्रयोग सरल, सहज और सभी के लिए सुलभ है।

ड्राफ्ट मानक में हिंदी भाषा के लिए बैकवर्ड कम्पैटिबिलिटी (Backward Compatibility) का प्रावधान किया जाए। यानी पुराने हिंदी सॉफ़्टवेयर, फ़ॉन्ट्स और दस्तावेज़ भी नए मानक के अनुरूप पढ़े और उपयोग किए जा सकें। इससे पुराने डिजिटल कंटेंट बेकार नहीं होगा और निरंतरता बनी रहेगी।

AKSHAR is a computer coding system for hindi and other language.it has help us for smooth working.first point is to develop hindi unicode for smooth work.second hindi software has to be develop for coding binary number.third digital dictionary has to be develop for all digital word in hindi format.
