Nearly a decade and half has passed since the National Policy for Empowerment of Women, 2001 was formulated. Since then significant strides in global technology and information systems have placed the Indian economy on a trajectory of higher growth impacting the general populace and women, in particular in unique and different ways. The discourse on women’s empowerment has been gradually evolving over the last few decades, wherein paradigm shifts have occurred –from seeing women as mere recipients of welfare benefits to mainstreaming gender concerns and engaging them in the development process of the country. These changes have brought forth fresh opportunities and possibilities for women’s empowerment while at the same time presenting new and emerging challenges which along with persisting socio-economic problems continue to hinder gender equality and holistic empowerment of women.

The policy envisions a society in which, women attain their full potential and are able to participate as equal partners in all spheres of life. It also emphasises the role of an effective framework to enable the process of developing policies, programmes and practices which will ensure equal rights and opportunities for women.

The broad objective of the policy is to create a conducive socio-cultural, economic and political environment to enable women enjoy de jure and de facto fundamental rights and realize their full potential.

4. Governance and Decision Making
5. Violence Against Women
6. Enabling Environment
7. Environment and Climate Change

Emerging Areas

1. Making cyber space safe place for women
2. Review constitutional provisions to enable equitable and uniform entitlements for women irrespective of caste, community or religion.
3. Protection of surrogates mothers, commissioning mother along with children born
4. Redistribution of gender roles for reducing unpaid care work to maintain balance between work and family roles
5. A comprehensive social protection to address vulnerabilities of single women

Ministry of Women and Child Development, GoI invites your inputs on the National Policy for Women 2016 so that a comprehensive policy document may be created which would address all the objectives of this policy.

I have seen in the career of almost all females a period comes when the personal pressure is so much that many quit the positions and all their career struggle go waste, though after few years they are again in position to continue with their job. Beside Child care leave we can come with more options like half salary half day jobs, extraordinary leave without pay which is maximum for one year now it can be more than one year for ladies, where ever in departments it is possible….like research etc

BEFORE MAKING ANY POLICY FOR WOMEN, MAKE SURE THAT ALL POLITICAL PARTIES SHOULD MAKE THE DREAM TRUE OF 33% RESN FOR WOMEN IN ALL ACTIVITIES CUTTING ACROSS PARTY LINE & ENACTING LAWS FOR THE SAME IN PARLIAMENT.IT WILL BE A TRUE TRIBUTE TO OUR BIRTH GIVERS.

contd ...3/3 2. Make the transfer for married working women quick and hassle free, such that they need not compromise between family/career. The examples and motivation can be set by us only, if we our selfs feel demotivated beause of the poilcies then how can we motivate others. Points under:Priority Areas (2,3,5,6) and Emerging Areas (5) Kindly consider.

contd ... 2/3 "elligible" for the transfer before 5 years of my service period (vide letter no. E(O) III/2014/PL/05 Dated: 31/08/2015). So, basically since I am employed I looses the right to get married, live with my husband and plan for family. As working women the current situation is questioning my social status. My suggetion: 1. Make policies for the working women considering the fact that they are the real advertisment for prmoting the education for girl. ... 2/3

I am a central govt. (group-C; Senior Section Engineer) employee (Indian railways) in Jhansi from Rampurhat (W.B), and my husband is a software developer in Pune. As you can see their is no way we can lead a successful married life as we are living 1800 kms apart to continue our job. (Initial period of married life is very important for the foundation) I had applied for the transfer, but I am seeing no progress w.r.t it, infact recently I came to know that I am not even "elligible"... 1/3

Education for girl child from preprimary to post graduation and preparation towards seeking employment should be taken care by the State(GOI). Secondly GOI to introduce certain incentives for the Industry, thereby encouraging the industry to introduce extended maternity leave , child care leave and create Infrastructure like creche/day care , flexi work hours,work from home for women employees(both organized and unorganized sector).Let the policy be holistic for women empowerment.

While there have been significant changes in the delivery of health and educational services to remote and rural areas of India, a section of the population which continues to be neglected and often gets excluded from services are migratory populations . This includes migrant labour & nomadic communities some of whom are also pastoral nomads.We hope the new policy for women will take note of this by enumerating the communities, planning and allocating resources and delivering services to them

Her mal nutrition, education, violence, sexual exploitation, her decision making, role in governance and all other problems are associated with the mentality of men towards her as well as her own mentality due to the male dominance. Many of her problems have an easy solution which is change in attitude of men as well as her own. And for this her image should be improved in the eyes of men as well as in her own eyes.

Always, the word child is used, but all policies are formulated for girls only.Isn't small boys forming part of children in India?Not even one welfare measure is seen for boy specific problems.This policy seems to be the work of some feminist/feminists whose only intention seems to get all favours for women only irrespective of economic status - even by trampling upon rights of everyone else. Sops are given on taxes, on stamp duties by which people are compelled to do things for women.
