The Ministry of Civil Aviation has issued draft rules to ensure ease of using drones in India on the basis of trust, self-certification, and non-intrusive monitoring. The Drone Rules, 2021, once notified, will supersede the UAS Rules, 2021, which came into force on March 12 this year.

The Rules aim to make the process of owning, possessing, exporting, importing, manufacturing, trading, leasing, operating, transferring, or maintaining a drone in India, simpler and hassle-free. For that, the draft rules seek to abolish the requirement of various approvals, ranging from certificate of conformance, certificate of maintenance, import clearance, to student remote pilot licences.

Besides, it proposes the development of drone corridors for cargo deliveries and a drone promotion council to be set up to facilitate a drone-friendly regulatory regime in the country.

Click here to view The draft of Draft Drone Rules, 2021, which is issued for public consultation for seeking feedback and suggestions.

The last date of submission is August 5, 2021.

Hello Sir, I m Vijendra Kumar from Gandhidham Gujarat, sir, Drone is part of safety not a part of joy or view only, Drone ke use ka rights ek specific department ko hi hona chahiye, vo department hi deside kare ke ise kaha aur kyo lagana hai, aur vo department centralize hi hoga jiska excess perticular department ko hi diya jana chahiye jis department ke bare me har baat secreat rakhi jayegi like CISF, investigation beuro, CID etc. Thank you

Drones are good but if anti national/anti social elements can misuse the same, a suggestion; there has to be jammers like in mobile phone, camera should get disabled + the drone to re-directed avoiding sensitive areas and locations. technology maybe available/ may be needed to developed. Drone traffic control like airplanes, only registered drone can fly.

Drones may have commendable role as envisaged in the notification but there is also a scope for misuse of this device. A detailed list of the kind of information that drones may collect, a protocol to declare the nature of collected information and a classification of the punishment for performing forbidden acts are also needed to be included in the notification.

In section 2(d), Quality Council of India is mentioned as an authority to issue Certificate of Airworthiness. I doubt that Quality Council of India is equipped for such role. I can not be very precise as to who may be named instead but would like to suggest Hindustan Aeronautics Ltd and Defence Research and Development Organisation among the alternatives to be considered.
