Under Section 3 (3) of the Electricity Act, 2003, the Central Government may, from time to time, in consultation with the State Governments and the Central Electricity Authority, review or revise, the National Electricity Policy. In compliance of section 3 of the Electricity Act 2003, the Government of India had notified the National Electricity Policy on 12th February 2005.

2. According to Section 66 of the Electricity Act “the Appropriate Commission shall endeavor to promote the development of a market (including trading) in power in such manner as may be specified and shall be guided by the National Electricity Policy”.

3. The Central Electricity Regulatory Commission (CERC) and State Electricity Regulatory Commissions (SERCs), in the discharge of their functions, shall be guided by the National Electricity Policy under Section 79 and Section 86 of the Electricity Act, respectively.

4. In this regard, it is informed that the Ministry of Power vide Order dated 12.04.2021 has constituted an Expert Committee under the chairmanship of Shri Gireesh Pradhan, Ex-Chairperson, CERC to prepare and recommend National Electricity Policy (NEP), 2021 (copy enclosed). The Expert Committee is required to submit its suggested draft NEP 2021 within two months.

5. The National Electricity Policy, 2021 needs to play an important role in deciding the future of the power sector with renewed reform measures for the economic growth of the country. The main focus is expected to be on decarbonization, power market development, distributed generation in view of rooftop solar and other reliable new technology, etc. The policy may be consumer centric i.e., giving choice to consumers, better services, reliable and quality power, etc. Security of supply, cybersecurity, resilience in the power sector in view of the disasters management, securing supply to all consumers but in particular, all the essential loads in the event of any crisis, etc. are others areas of importance.

6. The suggestions of the various stakeholders including State Governments, Financial Institutions, Industries, consumers, etc. are very important for the future of the power sector. It is requested to submit your brief suggestions along with the suggested specific formulations, which you feel that need to be incorporated in the NEP 2021, in around 1000 words on the MyGov portal.

Good evening everyone I myself discussing on the topic of electricity policy which very important part of life we should use dams to provide electricity to the people resources that provide electricity like wind energy and also the dams are very important source of energy and other resources. Our main concern on the building dams can use electricity from the tidal energy from the wind energy and from the dams energy electricity is very important part because we can use it every day work.

The main emphasis of the NEP should be efficient use of resources. There is no use of establishing more power plants ( conventional or renewable energy based) and waste it due to inefficient equipments. So in policy it should be Energy Efficiency first, Energy Conservation second and then RE third. Special incentives should be given to consumers , who are adopting the all above three , EE , EC and RE.

Sir Warish ke time pe is water ko stock karye ek bara sa 100 ft deep and 20 meters ki lambai and chourai 10 meters ki . aap is ke pass pe wasi ek tank lagana hoga jo khali rahega. Tarbine machine lagake us khali tank ko bharna hai fair us bhari hue tank se pani no 1 tank pe jaiega. is tarike se 1se 2 then 2se 1 fast tarbine ko gumane se kritirim upay aap jalobidyut tyar ho shakte hai.

Contd---Large dredging vessels have to be used the sand can be used as construction material.Sediments if fertile could be used for agriculture.With proper electronic mapping and sampling silt can be valued commercially to offset dredging cost.Hydel Power is one of the best form of energy as downstream it can be used for agriculture. Or other water based industries throughout the year.

National electrical policy should provide funds for desilting of hydel dams.Most of the dams are quite old.Every dam should be mapped for depth with laser technology using GPS for estimating silt in the dam Hydel is the cheapest Green form of energy.Unless we take care of the capacity of the dam the rain water is simply lost for years to come. Large dredging vessels have to be used the sand can be used as construction material.Sediments if fertile could be used for agriculture. Contd---

I would like to bring up into your kind notice that the state renewable energy department, as of Uttarakhand, are not significantly involved in creating awareness of the available schemes. Even if one gets to know about anything like rooftop solar, applying for the same is a very tedious task as the form asks for a various technical details like potential capacity. The State REDs should provide free home consultancy to small scale plants such as rooftops. This will allow vast expansion.

1. Frame a guideline for Control of Transmission loses.Fix acceptable Transmission Losses. 2. Fix responsibility of Discoms to eliminate wastage . Discoms to have supervising authority to totally control theft of electricity . 3. Invite competition between Discoms. 4. Remove Power generation ,distribution and marketing from Government Control. If possible fix a uniform power tariff through out India. At present , Discoms are burdening general public through tariff hike to cover inefficiency

Sir my suggestion is that - All meters need be converters into Prepaid just like prepaid SIM card. Once the balance is finished the consumer be given one hour to recharge the same through mobile for a month. You may also have the various plans for recharging and effective discount schemes.

नेशनल इलेक्ट्रिसिटी पॉलिसी के संबंध में मेरा सुझाव यह है की इस ड्राफ्ट में ऐसे प्रावधान किए जाए ताकि गरीब व उद्योग धंधों को सस्ती बिजली उपलब्ध हो हम महंगी बिजली के बजाय न्यूक्लियर रिएक्टर व सोलर पावर के बारे में ध्यान दे ताकि सस्ती बिजली उपलब्ध हो
