A city can be called smart when it's people work smartly especially in government offices, completing the work for the public in/on time would be preferred (without any extra fee). Smarter services like WiFi hotspots at some prime locations, lesser paperwork. The citizens, should be able to get the required work done with minimal wastage of time and money.

Converting Hubli - Dharwad into the Smart city will be one of the major step towards the growth of these twin cities. The following steps should be taken for better development of these cities as Smart City. *Trees should be planted along the roads, so that pollution can be controlled. *Stalls beside the road and on footpath should be avoided, and there should be specific place for vegetable sellers..instead of sitting on roads, they should be provided with space,So that traffic canbe reduced.

For a smart city, the basic necessities of the citizens should be at higher priority, the government can take the following steps; like better infrastructure, roads at least in the prime areas of the city should be of better quality, hospitals should be maintained cleaner, drinking water supply to every part of the city is important. In other issues,  governmental websites should be well maintained and should be updated regularly.
