Central Board of Excise and Customs (CBEC) is a part of the Department of Revenue under the Ministry of Finance, Government of India. It deals with the tasks of formulation of policy concerning levy and collection of Customs & Central Excise duties and Service Tax, prevention of smuggling and administration of matters relating to Customs, Central Excise, Service Tax and Narcotics to the extent under CBEC's purview.

The current Customs Business Services are being catered through a set of independent applications;CBEC now envisages an integrated platform for providing services through a single application. The new application is envisioned to be built as a high-end futuristic platform which is robust and scalable.

CBEC invites suggestions to improve upon the Customs Business Services namely Cargo Clearance, Courier clearance, Postal clearance, SEZ – Customs clearance, Passenger clearance and Baggage clearance.

We request you to provide your valuable suggestions for improvement in the following:

- Cargo Clearance
- Courier
- Postal
- SEZ- Customs Clearance
- Baggage Clearance
- Passenger Clearance

Note:

-The last date for submitting suggestions is 15th September 2016
-Please restrict your comments to 1000 characters. In case your comments exceed 1000 characters, please upload your suggestions as a pdf document.
-The nature of suggestions should be in form of improvements in the current Business Processes
-The suggestions submitted will be reviewed by competent authorities before considering incorporating the same into the new integrated platform scope if found required.

My recent experience with the customs for sending items to foreign country was pathetic. Even though you may have proper documentation it is not sure that items will pass the customs and reach destination. Mostly it landed in the custody though sending through DHL/ FedEx. It is always a risk but don't have any other option to collaborate with foreign nationals in business.

I believe technology can help a lot here. We need to go for high speed scanners / x rays. Also every importer / even a casual importer must receive an import code. Govt. agencies like the post office and any other government agency not being loaded with work can participate in early clearance of couriers and small parcels. Licensed vendors can be appointed who follow norms and who have the capability to clear shipments. Large shipments need the Govt. infrastructure.

THE SAME SVB ORDER ON REFUND OF EDD IS INTERPRETED DIFFERENTLY AT CHENNAI AND HYDERABAD. IN CHENNAI, THE REFUND WAS SANCTIONED WHILE IN HYDERABAD IT WAS REJECTED ON A FLIMSY GROUND THAT THE AMOUNT CLAIMED WAS BOOKED AS EXPENDITURE IN ACCOUNTS. THE SUPREME COURT CLEARLY RULED THAT UNJUST ENRICHMENT DOES NOT APPLY FOR REFUND OF EDD. CESTAT, BANGALORE CLERELY HELD THAT EDD IS NOT A DUTY. STILL THE OFFICERS AT AIR CARGO COMPLEX OF HYDERABAD CUSTOMS HAVE THE DARING HEART TO OVERLOOK SUPREME COURT.

I don't know now-a-days how they are recruit officer . Many of them not capable for the Customs job. They don't have skill, don't have presence of mind, don't have knowledge regarding their field . so please change the recruitment mode. Lots of Loop hole's in customs, many of importers damaging revenue in Brand name, so monitor every transaction is important. Try to Avoid direct dealing with agents. increase the transparency level to easy work. Customs server need to develop much more.

WHY.WHAT WAS THE REASON BEHIND IT R THEY ABLE FIT CAPABLE TO DO THEIR DUTIES,JOB.R THEIR PLANNING,RULES,REGULATIONS,TERMS,CONDITIONS,LAWS R PERFECT,PRACTICAL, REAL,TRUE,AUTHENTIC? R THEY USING BUDGET HONESTLY ? ABSOLUTELY NOT BUT THEY R DOING ?

There are many loop holes in custom clearance process. Govt should make arrangement to make sure duty is charged on actual cost of product. To avoid duty evasion, cost of the product must be cross checked with data of exporting country, for which custom may ask for export clearance certificate of shipper, which the shipper shall provide to the importer, in which value at the time of export is declared. If duty is charged on mrp, is should be checked that mrp is not changed after import.
