Authority should clear the goods so that importer does not have to pay detention charges. Then authority can check the past records and also seek clarification from importers and understand the true picture. Very important suggestion from my side is that customs should recruit technically qualified people from various streams to minimize the the discripancies.

In general existing procedure is good but many times, genuine importers are getting misjudged on underinvoicing and overinvoicing. Due to this hurdle, importer can not clear the goods due to adament authority and importer has to incurr very high detention and demarrage charges. I have seen many times that the customs argument (as informed by CHA) is so baseless and having lack of commonsense that it creates doubt whether it is harassment for getting more money from importer!!??
