subject to:
Mandatory Income Tax Return filing by the homemaker
Annual Assets & Liabilities declaration
PAN–Aadhaar linkage for transparency
Key Benefits:

I HAVE FEW POINTS FOR UPCOMING BUDGET TO ACHIEVE GOAL OF VIKSIT BHARAT BY 2047
1. CAPEX FOR FY 2026 - 27 TO BE INCREASED BY 20%.
2. CAPEX FOR DEFENCE SHOULD BE ENHANCED BY 20%
3. WATER SUPPLY & SEWAGE TREATMENT ARE TWO CRITICAL ASPECTS WHICH ARE IN BAD SHAPE IN URBAN CENTRES. NEED TO IMPROVE/AUGMENT IN A TIME BOUND MANNER. STATE GOVERNMENTS / URBAN LOCAL BODIES ARE NOT ABLE TO COPE UP. NEED TO AUGMENT THEIR FINANCES AND FORCE THEM TO TAKE UP THIS CRITAL ASPECT ON WAR FOOTING. FOR THIS EITHER EVOLVE A NEW SCHEME OR MODIFY EXISTING SCHEME .IT SHOULD INCLUDE
A. CENTRAL ASSISTANCE OF 25 % OF COST
B. STATE TO CONTRIBUTE SAME AMOUNT
C. ULB TO MOBILISE 10 %
D. BALANCE 40% TO BE MADE AVAILABLE AS INTEREST FREE LOAN FOR 50 YEARS
4. EDUCATION SECTOR UPTO SECONDARY EDUCATION NEEDS INFRA UPGRADE PM SHRI HAS DONE GOOD BUT STATES ARE FAILING. SOME SUGGESTIONS
A. ON SIMILAR PATTERN AS POINT NO3 ABOVE SOME FINANCE NEEDS TO BE ORGANISED.

National Rehabilitation and Care Framework for Forced Begging, Destitution, and Vulnerable Persons, Guided by the Spirit of the National Pledge
A national, rehabilitation-centric framework is required through central coordination to strengthen and integrate existing policy initiatives and State efforts, guided by the spirit of the National Pledge.
The framework may enable CSR and fellow citizen participation, supported by appropriate tax incentives, to develop modern, hygienic shelters, with technology safeguards for transparency and outcome tracking.
Positioning this as a key outcome indicator under Viksit Bharat @ 2047 will reflect India’s commitment to dignity and inclusive development. A detailed policy concept note is attached for kind consideration.

₹100 per month health insurance. if 100 crore people contribute ₹100 monthly, yearly we can collect 1,20,000 CRORE which we can use for medical expenses of citizens, build hospitals in every taluka with association with medical college which decrease fees for medical students and increase no of doctors. Initially we can keep our contribution voluntarily. This all system will be linked to Aadhar.

In Sep 2025 Government exempted individual health insurance policies from GST. This was long pending demand and was a great relief for a good number of policy holders.
However a rider was put and exemption was permitted only for individual policies and not on group policies. This anomaly deprived large number of individual health insurance policy holders who though are having individual health policy but classified under Group Health Policy as these policies were availed through various public sector banks or as an IBA health policy as PSU bank retiree or through other systems and very conveniently were classified under Group Policies by various Insurance companies. This unjustified classification has not passed the GST benefit in true spirit and large number of policy holders like me are paying GST as being paid earlier.
Hence it humble request to honorable PM/FM to look into this issue and consider exemption of GST on all individuals health policies or atleast at lower GST rate.

A limit of Rs 3 lacs was capped for lumpsum amount received against leave encashment for non government employees including PSUs under Section 10AA(ii) of IT Act.
This limit was fixed in year 2002 and not revised till 2023 when it was revised to Rs 25 lacs though was supposed to be revised from time to time. This deprived a large number of retires from such institutions from tax benefit over Rs 3 lacs and forced to pay huge amount of income tax. Further on the contrary demands were waived through various ITAT orders for those who did not pay tax on amount exceeding Rs 3 lacs. Hence it is humble request to look into this issue by revising this limit for earliers year i.e. from year 2002 to year 2023 to give relief to honest tax payers who paid tax as per then tax provisions and thus were penalized by huge tax burden.

Progressive LTCG Taxation -
Proposal: Exempt Long-Term Capital Gains (LTCG) up to ₹3 lakh, while taxing gains exceeding ₹1 crore at a higher rate of 15–20%.
Justification: A progressive LTCG structure protects small retail investors and middle-class savers from tax burdens on modest gains. Meanwhile, higher rates for ultra-high-value gains ensure equitable tax distribution and increase government revenue from the wealthiest capital earners.

Strengthen Tax Enforcement & Litigation Limits -
Proposal: Increase the monetary limits for filing tax appeals in High Courts and the Supreme Court further.
Justification: Higher limits will reduce frivolous litigation and clear judicial backlogs. Simultaneously, the focus should shift to aggressive enforcement against systemic evaders using AI to detect fake billing and circular invoices, ensuring a fairer tax ecosystem for honest citizens.
