Our all dept must think practical when introducing new laws.. like 1) There is a fine if you spit in public area. or you throw garbage in public area.. so before that we must have enough spitball and dust bean everywhere and it must be inspected every day to chk and maitain it same way we must have clean urinals every 1000/2000 mts and should be maintain it to have dedicated staff.. so after providing proper solution if citizen violate rule then you can fine them.
