In fact I would like to suggest that there should be a monitoring mechanism to ensure that all sanctioned payments of monthly fellowships/honorariums etc. to the research scholars across all scientific research institutes of the GoI are being paid on time. Currently it appears that there is no such mechanism in place by which accountability and responsibility for delayed disbursal is fixed, tracked and such loopholes are plugged.
