GE Sir, Can we incentivize polling sys like Elect Comm can make it mandatory for d people of that particular region to vote depending upon their literacy rate, for eg if Nagpur has a literacy rate of say 80% than it should be mandatory for at least 70% of the people to cast their vote & if dey don't than d money provided to that particular wining minister should be reduced & alotted to some other states like North-Eastern states where d polling % crosses 85, I can elaborate if required!
