5. All industries should have zero water footprint. Whatever water they consume they have to return to mother India by using various technologies like. Basically remove water as being a free commodity : a)rain water harvesting b) ground water recharge c) providing water in villages for whatever they consume d) becoming investor in sewage treatment plants needed to be setup all over India

Policy roadmap for “Nirmal and Aviral” Water availability all over India- Achieves Ganga Cleanup also: Vikas Bhu Sharma 1. Zero discharge of untreated and treated sewage water into river Ganga and all national rivers . 2. 100 % reuse and/or recycle of sewage wastewater all over India . Promote irrigation, non-potable and potable water reuse using latest technologies. 3. Generate bio-energy from sewage wastewater of 1.25 billion Indians . This energy can atleast run all STP's

Industrial Policy needs a complete revamp in terms of managing their wastes. The river water system cannot be isolated from the wastes created by industrial growth taking place. But Industrial accountability may definitely help minimise the Pollution control and create a waste disposal mechanism. The details of my suggestion is provided in attachment:

4)If required, a Special Purpose Vehicle may be set up to implement the above Mitigation Plan in a time bound manner. 5) Pollutants Pay Principle: Financial obligations for above Mitigation Plan to be shared on pro-rata basis by each polluting establishment. PPP Model or Viability Gap Funding Model may be adopted for installation of required effluent-wise treatment capacity.

3) Sp Task Force should finalize time bound, Two Stage, Mitigation Plan to achieve ZERO DISCHARGE: (a)Stage I: To ensure that effluents discharged from existing treatment facilities are confirming to required standards. If not, the required renovation and modernization plan of existing treatment plants to be finalized and implemented. (b)Stage II: To finalize the capacity of additional treatment facilities to be installed, cluster-wise to totally stop the discharge of untreated effluents.
