There is lot of opportunities to set up SMEs in farm equipment ancillaries, food processing, traditional crafts, wood work, gems and jewelry, auto component, furnishings, housing construction material, home appliances, home electrical & electronics etc. Focused approach is needed to develop SME cluster in these area. Simply preparing an exhaustive list of things in house of a common man can throw up things apt for SME clusters. Go check every hamlet what it can produce efficiently.

Set up SME clusters at Allahabad, Banaras, Gorakhpur, Sultanpur Muzaffarpur, Bhagalpur, Nawada, Munger and Purnia to stem large scale migrations and to mitigate resultant demographic schism.

Not sure how GOI formulates policies. I see large scale migration from Eastern UP, Bihar for working in numerous SME across the nation. However, have not seen any concerted effort from GOI to stem this large-scale migration which is threatening demographic characteristic of developed states. It is also affecting families.societies in Bihar and Eastern UP. Why cannot you make effort to promote SME clusters around Gorakhpur, Allahbad, Banaras, Muzaffarpur, Gaya, Darbhanga, Bhagalpur and Munger.
