DST along with Defence ministry must give philip to innovate various defence technologies which are mainly lacking in India inspite having 52 labs of DRDO,so it needs a open challenge for entire academia so that students and teachers can get harness their skills and remain within our country to serve the nation . We must run yearly challenge for student to identify talent, And we should divide them into groups,And generate a business idea from them to getting cost of there R&D, and let them work on their idea. Scientists in government sectors are being overburdened through too much reporting ( monthly, quarterly and so on) though with no course correction suggestion from the peer group. Give enough time to the scientist to execute his plan and then review. For routine monitoring, there are system of head etc

Give freedom to the scientist in public sector to innovate and commercialize their technologies to give an fillip to make in India campaign of Prime Minister by giving protection to his job during incubation phase.

Keeping in view that majority of project based fund is minted by few selected groups/ individuals on the basis of their connectivity/ being privileged, project based funding should be abolished. Rather funding should be directed toward institution.
Ensure uniform allocation of resources among scientists within institute through e-governance system.
25 percent of teachers for higher education should be recruited through centralized system of recruitment even for state university/colleges.

1.First of all, all the schools and universities must be facilitated with well equipped labs in various categories(Ex: IT, Physics, Chemistry, Space). 2. Government should make an effort to make the Public Sector Organizations and Corporate world adopt schools and universities, so that students will be have a better understanding of whats going on with the latest technologies. 3. Prestigious organizations like ISRO, DRDO, other research organizations should put more effort to inspire students.
