Dear Sir, I propose an idea to add one more CESS (or tax) by name Govt Infra Damage Cess and should be levied on those residents, business, govt employees of places where stone pelting happens on Vande Bharat Express Train. Infact going ahead if of our country's infrastructure is damaged by miscreants than whole area where stone is pelted should come under this CESS for 1 month in any transaction to recover the cost of repairs/losses/mishaps etc. Advantages: This will help you in nabbing the miscreants as innocent people will themselves report who did it (crowd sourcing of evidences) This will help to ensure govt treasury is not burdened with repair cost.
