Sir, The J&K Reservation(amendment) Bill 2023 to provide reservation to OBCs at par with other States, was listed for parliament approval during Budget Session 2023, introduced in the Lok sabha during Monsoon session. And even now, no discussion on J&K reservation Bill is expected, which is great injustice with OBC category in J&K, which is still being denied reservation under OBC category. In absence of reservation under OBC category, reservation in jobs is being provided 4% only and not as per population, scholarship to OBCs is not being provided, reservation of seats in Municipality and Panchayat elections is not being provided, which is available as par Article 243D(6) and 243T(6) of the Constitution and being provided in all other States Therefore appeal to the Hon'ble PM that Reservation to OBCs in J&K may kindly be provided as per Constitution provisions under OBC category to extend the other benefits attached to the reserve category OBC and to serve justice to OBCSs

Sir, The elections of Urban Local Bodies (ULBs) and Panchayats are due in October and November 2023. However these elections are being held in accordance with Article 370 time contraversial laws i.e. J&K Municipality Act 2000 and Panchayati Raj Act 1986, which were framed by Farooq Abdullah led NC Govt, wherein reservation to OBCs in Panchayats and Municipalities has not been provided which is otherwise available as per Article 243 D(6) and 243 T(6) of the Constitution responsibly. Now, when Article 370 is removed, the Article 370 time contraversial Laws, i.e. J&K Municipality Act 2000 and Panchayati Raj Act 1996 should also be replaced of amended appropriately to make provisions of reservation of seats to OBCs in Panchayats and Municipalities elections, so as to ensure appropriate representation to OBCs. Therefore appeal to the Hon'ble PM that elections of panchayats and Municipalities in J&K should be held after providing reservation of seats to OBCs in these election.

Sir, In less than a decade, our country has become the 5th largest economy in the world moving from tenth. Now we have dream set to become a developed nation by 2047. I wish our country should be the top economy too by that time. Our population is highest n let's take this as an advantage just like other nation has done during the last few decades. I opine that one of the strengths to reach the magic level is to retain our young population going abroad to study in leading universities in the world for their better prospects. Though our universities are second to none in the world, but due to some parameters, our universities are not able to figure in the top 100 universities in the world with our top institution, IIT Bombay ranking 149 in QS ranking Hence I opine that we should strive our best in our universities improving their global ranking by giving them more support in fulfilling the parameters, thus ranking within Top 100 in the world.
