Digitizing every application or process like a work flow. Remove paper based data stroage system. Once a form is filed, it should be digitized immediately issuing a unique ID to applicant. It can be tracked by unique id and mobile no./mail id. Each step should have fixed timeline. In case official doesn't approve the same, it has to be escalated to higher automatically. 2. When we have already unique identity as our finger prints we don't need any cards. Only persons with disability can be provided with access cards rest everything can be mapped with finger prints of individuals.

I suggest a single account for each citizen for all his/her bought vehicles. This account should be attached to his/her main savings account operated by bank. A person should be allowed to buy or sell his/her vehicles through this account only. There will be no need for separate C-books and registration certificates for each vehicle a person owns. Varma suggests one land savings account for every citizen for registration of all his/her immovable properties bought anywhere in India like lands, plots, flats and other commercial establishments. This land savings account should be handled any commercial bank. The account can hold the the ownership rights all immovable properties of an individuals.
